Job Description
BACKGROUND:
The IRC established programmes in Iraq in 2003 to address the overwhelming needs of displaced people in Iraq and the neighboring countries. Since re-establishing its presence in Iraq in November 2007, the IRC has been assisting displaced families in the northern, central and southern governorates in the sectors of protection, women&’s protection and empowerment (WPE), child protection, education, and emergency humanitarian assistance. Working in coordination with the humanitarian community, the IRC currently addresses the needs of war-affected Iraqi internally displaced persons (IDPs), Iraqi refugee returnees and Syrian refugees from several operational bases in the country and cross-border into northeast Syria. IRC operates throughout Iraq, with the main office in Erbil and field offices in Najaf, Karbala, Baghdad, Tikrit, Sulimaniyah, Dohuk and Derek.
The humanitarian situation in Iraq continues to worsen due to the intensification of military campaigns and escalations in displacement. Violence against women and girls is widespread including sexual violence, intimate partner violence (IPV) and early and forced marriage. GBV responses need to be significantly scaled up. Current GBV service provision is insufficient to meet the needs of women, girls, and survivors, with substantive gaps in the availability of lifesaving health and GBV response services. The IRC is scaling up emergency interventions to improve access for women and girls, in particular, GBV survivors, to life-saving health, case management, and PSS through strengthened community based and multi-sectoral responses in Kirkuk Governorate.
SCOPE OF WORK:
The WPE Manager will lead IRC&’s GBV emergency response programming in Kirkuk Governorate and ensure that all programming is implemented in line with IRC&’s GBV Emergency Response Model. He/She will provide technical guidance, programmatic direction, and supervision of the WPE team and oversee all service delivery. He/She will be responsible for leading GBV assessments, programming design, implementation, building national staff and capacity to provide services to women, girls and GBV survivors.
The position will be based in Kirkuk and reports directly to Sr. Head of Office with technical support provided through the WPE Coordinator.
RESPONSIBILITIES:
Technical Quality
* Provide technical guidance, oversight, and support to WPE emergency interventions in Kirkuk to improve the provision of quality case management and psychosocial support (PSS) services to meet the needs of women and girls in emergencies.
* Develop and lead training of WPE staff, GBV actors and service providers in case management, GBV core concepts, GBV tools and resources, PSS, adolescent girls and women&’s empowerment approaches.
* Lead development and oversee implementation of community-based, primary prevention activities to engage all community members including women, girls, men, and boys in GBV prevention and risk mitigation.
* Support and supervise implementation and security of programme databases and information management systems according to global GBV standards, including the use of the Gender-Based Violence Information Management System (GBVIMS)/Primero.
* Contribute to and inform continuous analyses of programme and service delivery data for problem identification, programme planning, and advocacy purposes and to identify trends and gaps in case management and service provision to help improve programming.
* Support in the development and implementation of a robust Monitoring and Evaluation (M&E) system for all objectives, indicators, and activities that is consistent across locations and feeds into evidence-based programming in collaboration with WPE Coordinator and M&E department.
Staff Supervision and Development
* Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
* Recruit staff in conjunction with Human Resources Department and ensure Performance Management Plan for all staff is in place and followed up regularly.
* Directly supervise and Senior Officers and hold regular performance reviews.
* Ensure timely completion and submission of monthly timesheets, probation and annual performance reviews.
* Develop and lead the implementation of capacity building plan on technical and project management skills for WPE staff based on documented capacity needs assessment exercise.
* Provide ongoing supervision, mentoring, training and technical support and guidance to WPE staff.
* Ensure WPE staff understand and adhere to IRC Way and GBV and best-practice principles, including strict adherence to confidentiality.
Grant Management
* Work closely and coordinate with IRC Operations, Finance, and Grant departments to ensure compliance with grant requirements and that financial and logistical controls are implemented according to IRC protocols.
* Ensure high-quality IRC and donor reports on activities, indicators, and achievements.
* Lead in the development and design of new projects for follow up funding that responds to needs identified.
* In collaboration with WPE and Field Coordinators, manage programme budgets, develop and maintain work, spending, procurement, and M&E plan to ensure the programme is implemented according to schedule and budgets, and that programme objectives and targets are met.
* Support WPE programme design and development in line with IRC Iraq&’s Strategic Action Plan and priorities, and contribute to the conceptualizing and drafting of new funding proposals.
Coordination, Advocacy & Representation
* Build relationships with partners, government, other NGOs, and UN agencies to establish/strengthen appropriate GBV referral systems to ensure survivors access services in a timely and confidential manner and enhance multi-agency and multi-sectoral cooperation and coordination.
* Coordinate and lead advocacy efforts with other actors and sectors, particularly WASH, Food and Nutrition, Shelter, Livelihoods, Health; and ensure specific measures are put in place to mitigate risks of GBV among women and girls by these sectors in line with the provision in the Inter-Agency Standing Committee Guidelines.
* Represent the IRC&’s WPE programme at and coordinate activities with the GBV Working Group any other relevant coordination meetings as required.
* Maintain cross-sectoral collaboration with other IRC units to ensure integrated programming and the most holistic support to beneficiaries
Partner Management
* Develop and maintain effective working relationships with IRC supported national partners and government ministries.
* Ensure regular technical support and guidance to partners in accordance with partnership agreements.
* Adapt and facilitate training for partners to ensure effective and safe coordination of GBV service provision.
* Conduct regular planning and review meetings with IRC supported partners to assess progress, lessons learned and develop actionplans.
Other
* Undertake other relevant tasks as requested by the Sr. Head of Office and WPE Coordinator.
REQUIRED:
* Degree in public health, international development, psychology, social work or another related discipline; Master&’s degree preferred.
* 3 years of relevant overseas programme management experience, with at least 2 years of GBV programme management in emergencies experience.
* Demonstrate a clear understanding of gender, human rights and violence against women and girls.
* Experience in working with and building national partner capacity on GBV.
* Previous experience leading teams on GBV response and risk mitigation strategies in emergencies.
* Experience facilitating training and workshops on responding to and preventing GBV.
* Positive and professional attitude, including the ability to lead and work well in a team setting.
* Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail.
* Knowledge, skills, and experience in participatory methods of community development and mobilization.
* Comfortable attending and facilitating meetings and representing GBV issues.
* Excellent interpersonal and problem-solving skills, creativity and flexibility.
