The International Rescue Committee (IRC) responds to the world’ s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. More than 671,000 people have crossed the border from Myanmar to Cox’ s Bazar, Bangladesh since 25 August, and that number is still growing. The new arrivals arriving in Bangladesh are in urgent need of emergency shelter, food, access to clean water and sanitation, healthcare, protection and mental health support. The crisis is exacerbating, perpetuating and reinforcing already existing sex-based inequality and discrimination against women and girls, with women and girls experiencing increasingly high levels of risk and violence, including sexual violence, exploitation, intimate partner violence and trafficking. Life-saving, quality and age appropriate women-, girl- and survivor-centered support and services are vital.
The Senior Women’ s Protection & Empowerment (WPE) Manager will provide technical support, staff and program management to a team to start up and implement an integrated SRH and GBV program for women and adolescent girls and will oversee a specialised adolescent girls program in partner organisations Women’ s Centers with the support of a WPE Specialist. They will be expected to train, mentor and supervise five WPE Managers who will be managing program activities across health facilities and women friendly spaces implemented by a partner organisation in refugee and host communities. The Snr WPE Manager will support four WPE Managers who will be directly supervising and technically supporting WPE teams in health facilities who are providing support, information and referrals to specialized GBV services for women and adolescent girls attending the health facility; and one WPE Manager who will be managing the day to day running of a specialised adolescent girl progr
am (Girl Shine). The Snr WPE Manager will be directly supervised by WPE Coordinator.
Technical Quality and Program Implementation
* Ensure that all WPE, SRH and adolescent girls programming adheres to a women-, girl- and survivor-centred and feminist approach, meeting international standards of practice, and that IRC and partner staff and volunteers are supported to build and strengthen their practice in this area;
* Oversee the Girl Shine program with support from the WPE Specialist, and the integrated WPE and health program in close collaboration with the Health team;
* Ensure regular coordination and communication with the health team counterparts leading on the SRH components to ensure best practice across both sectors and strong internal safe and confidential referrals for woman and girls;
* With support from the IRC WPE specialist(s):
* co-facilitate and participate in a training of trainers for the WPE Managers; and -
* introduce peer coaching between the Managers to build their practice around supervision and support to frontline WPE staff;
* working with the IRC WPE specialists, support on providing needs-based capacity development (learning sessions, and on-the-job mentoring) for the Managers;
* co-facilitate core training 1- for WPE Women and Girls Support Workers; and 1 - for Snr Girl Shine Officers with the WPE Specialist; followed by intense on-the-job supervision and mentorship to these teams;
* co-facilitate training and regular coaching to staff from partner organisation’ s health facility staff on GBV, survivor-centred care, and safe, confidential and timely referrals of GBV cases;
* co-facilitate training and ongoing coaching to partner organisation’ s health facility community outreach teams on GBV service information sharing and safe and confidential referrals;
* Work closely with the supervisor/WPE Specialists, the WPE and Health Managers and program partner team to ensure programming and teams are adaptive and responsive in the event of any changes in context that affects program implementation as a result of, for example, new displacement or natural disaster.
Staff Management and Support
* Provide direct supportive supervision to the WPE Managers, and support them to do the same for the WPE staff they supervise to enable them to successfully perform in their positions;
* Conduct regular supportive performance appraisals on progress with the WPE Managers, providing timely and constructive feedback to develop their professional practice;
* Ensure the weekly scheduled standing team meetings with the WPE Managers and Health Managers to discuss program progress, challenges, and adapt as needed;
* Working with the WPE Coordinator, ensure the female WPE staff have opportunities and space to regularly as scheduled meet, self-organise and build strong, supportive peer networks and solidarity with each other, creating a community of feminist-grounded VAWG practice between them;
* Ensure staff well-being and care is prioritised and is an integral part of weekly/monthly work plans.
Monitoring and Reporting
* Ensure regular field supportive monitoring of activities across the sites of operation, raising any concerns to the supervisor in a timely manner and ensure adaptations are followed through on;
* Ensure that ethical and sound data collection and information management is implemented for appropriate data analysis, planning, evaluation, and advocacy; working closely with the WPE Coordinator and Monitoring, Evaluation, Accountability and Learning (MEAL) team
* Work with the WPE Coordinators to generate data and learning on integrated WPE/Health service provision models and Girl Shine to inform current activities and as an evidence base for advocacy/future programming.
Finance, Budget and Grant Management
* Lead on finance, supply chain and grant management tasks for the WPE activities of the integrated WPE/Health program; Work closely and coordinate with IRC Operations, Finance and Grant departments to ensure compliance with grant requirements;
* Monitor budget spending in line with the spending plans, work with the WPE Coordinator and other Snr WPE staff in developing remedial plans where necessary to ensure budgets are optimally utilized;
* Support implementation and ensure adherence to grant work plans, spending plans and monitoring and evaluation plans;
* Support the development and maintenance of effective and efficient oversight, support, quality control and reporting systems and processes;
* Support the preparation and writing of high-quality and timely IRC and donor reports on activities, indicators and achievements.
Coordination & Representation
* Actively develop and maintain effective working relationships with key stakeholder, including government actors, UN agencies, international and local NGOs, and other relevant actors critical to program implementation;
* Represent the IRC at coordination meetings, working groups or other meetings at the request of the WPE Coordinator.
Other duties and responsibilities
* Contribute to the development of the WPE program strategic direction;
* Maintain open and professional relations with all IRC and partner team members, promoting a strong, respectful team spirit, ensuring effective communication, and opportunities for debriefing;
* Consistently and proactively monitor/assess the safety and security of field teams, promptly reporting concerns or incidents to IRC management and liaising with other external parties as required to maintain/enhance the security environment;
* Other duties as assigned by the supervisor to enable and develop IRC programs.
Key Working Relationships
* Position Reports to: WPE Coordinator
* Position directly supervises: WPE Managers (x 5)
* Other Internal and/or external contacts:
- Internal: WPE, Child Protection, Health team, MEAL
- External: UN agencies, I/NGOs, communities, service providers, field based staff from other organisations
* Advanced degree in women’ studies, social work, social sciences, human rights, public health, humanities, or other relevant field or the equivalent in professional work;
* At least 3 or more years’ experience in GBV programming for women and girls - essential; and also experience in sexual and reproductive health - highly desired;
* Proven experience in responding to GBV in emergencies / humanitarian crisis and emergency preparedness;
* Deep understanding of the impact and dynamics of male violence against women and girls, and solid grounding in feminist, women and girl-centred, anti-oppressive practice;
* Demonstrated relationship building skills with key partners including government, donors, INGOs, national and local organisations, UN agencies;
* Demonstrated experience in successfully leading, building and strengthening a program team of 10 + staff in a dynamic, challenging and changing context;
* Demonstrated experience in supervising, mentoring and building capacity of national staff;
* Strong experience, knowledge and skills in participatory methods and community development;
* Demonstrated experience in facilitating practical workshops and learning on this issues outlined in the areas of responsibility for this position;
* Strong ability to respect differences of culture, opinion and lived experiences while upholding rights-based principles and women’ s protection and empowerment;
* Excellent interpersonal skills, positive and professional attitude, ability to lead and work well in a team setting and with multiple partners;
* Demonstrated experience and interest in specialised adolescent girls programming - preferable;
* Strengths in listening, empathy, flexibility, and creativity;
* Fluency in English Language - essential.
