Project
The Pacific Labour Scheme and the Seasonal Worker Programme are two employment programs sponsored by the Australian government, which allow citizens of Pacific Countries to take up low and semi-skilled work opportunities with Australian employers in certain locations and industries.

The Pacific Labour Facility (PLF) facilitates the connection of Australian employers with Pacific workers for both these programs. The facility also provides continuous support to Pacific workers who are taking part in the programs. The PLF will act as trusted intermediary in connecting Australian employers with Pacific workers and in its partnerships with Pacific countries, the private sector and other stakeholders. The PLF is managed by Palladium on behalf of the Department of Foreign Affairs & Trade (DFAT).

Role
The Worker Welfare Lead will lead the PLF in promoting the health, welfare, and benefits to workers from enhanced circular labour mobility to Australia, including their successful preparation for and participation in Australia’s labour mobility programs and their successful return to their home countries, communities or societies. The Lead will manage the Worker Welfare Unit of PLF, which provides a range of services, including: worker welfare support whilst in Australia; support to workers upon their return to families and communities; and initiatives to maximise the benefits to workers and their communities (for example, by mobilising communities and churches to families in home countries; supporting improved financial literacy; identifying areas to reduce transaction and remittance costs etc.).

Under the direction of the Team Leader:
1. Leadership and Management: As part of the senior management team, and as a manager to a substantial PLF Unit of work, the Lead will be responsible for providing strategic leadership and quality project and human resources management.
2. Improve Benefits: Identify opportunities and implement strategies to improve the benefits (and reduce the risks) that workers, their families and communities accrue through labour mobility.
3. Relationships and Linkages: Build and nurture purposeful relationships and linkages between key stakeholders in order to promote efficiencies across the system.
4. Worker Welfare: Manage services that provide for the Welfare of workers whilst they are in Australia.
5. Public Diplomacy and Communications: Identify opportunities that can promote Pacific labour mobility schemes to different audiences in Australia and in eligible countries

i. Qualifications in a relevant discipline, e.g. Education and Training, Human Services.
ii. Experience in case management in a related field, e.g. employment services or migrant settlement services.
iii. Demonstrated knowledge of labour mobility in Australia, including the challenges and issues pertaining to worker welfare.
iv. Demonstrated high relationship management skills, including the ability to negotiate for outcomes that are beneficial to clients and communities.
v. Excellent management skills, with the ability to lead a team distributed in various locations round Australia.
vi. Excellent written and oral communications skills with demonstrated experience in using communications strategically for advocacy purposes.
vii. Competency in the use of MS Word, MS Excel, and Office 365.

Applicants must have full permanent work rights for Australia as no visa sponsorship will be provided. Candidates who are willing to relocate for the position must do so at their own expense as no relocation package is available.
