RTI is working to strengthen agricultural markets, engage youth and women as critical leaders of the on- and off-farm workforce, and tackle the dual burden of malnutrition around the globe. RTI’s work is helping foster stronger food systems, reduce malnutrition in all its forms, build resilience and engage the next generation of food security leaders. Within the water portfolio, RTI delivers projects in water sector governance, water, sanitation, and hygiene (WASH) services, water resources management, community engagement, urban resilience, and institutional capacity building. Project Description

The USAID Morocco EcoRise Activity will leverage the private sector for sustainable, inclusive economic growth and strengthen Morocco’s resilience to shocks and long-term stressors, including water scarcity and drought. Interventions will seek to improve the enabling environment for investment and business growth for a sustainable economy, assist early-stage entrepreneurs and small and medium enterprises (SMEs) through access to finance and technical support to create and scale innovative solutions increasing economic resilience, and promote a skilled workforce to support the development and growth of a sustainable and equitable economy. The anticipated program is contingent upon donor funding will be based in Rabat, Morocco.

Position Description

RTI is seeking a Workforce Development (WFD) (IR3) Lead for the anticipated USAID-funded Morocco EcoRise Activity. This role will provide overall technical leadership and guidance for activities related to WFD for a sustainable and equitable Moroccan economy. This role will also lead design, development and implementation of market-driven training and education activities that improve the skills and competencies of at-risk groups, particularly youth, women, people with disabilities, and marginalized groups. This role is expected to be based in Rabat, Morocco.

Responsibilities

Primary responsibilities will include but not be limited to:

  • Lead programmatic activities related to developing human capital development and planning targeted at economic growth/development, as described above. This includes refinement of technical approaches and strategies as well as development of new tools.
  • Lead programming related to labor market assessment, employment center operations, applied technology training, on-the-job training, employer training, technical and vocational education, higher education, and related fields.
  • Execute workforce assessments, skills surveys, and certifications. Develop partnerships with local education institutions and business to identify and respond to skills gaps.
  • Incorporate green economic growth goals into WFD programming.
  • Work with national and subnational governments to set up workforce planning frameworks for implementation by local and/or regional government institutions.
  • Effectively represent RTI’s approaches to these issues, and continuously seek feedback from USAID, other US Government agencies, and host country governments.
  • Analyze workforce development issues and data for economic growth programs.
  • Author descriptive, analytical, and methodological reports.

Qualifications

  • Bachelor’s degree in education, public policy/administration, international relations, industrial/organizational psychology, organizational development, human resources, or a related field, and 12 years of experience, master’s degree and 10 years of experience, PhD and 6 years of experience, or equivalent combination of education and experience.
  • Demonstrated experience in leading WFD, TVET, skills training, and/or related international programming, particularly with green jobs creation and WFD for green industries.
  • Experience in addressing these issues in gender and culturally sensitive country situations is preferred.
  • Quantitative skills are required, particularly around the design, implementation, and analysis of survey data.
  • Strong knowledge of evidence generation, community participation, accountability, and policy analysis and development.
  • Demonstrated familiarity with and understanding of the Moroccan landscape of human capital, skills inventory, and effective training methods in that context.
  • Professional fluency in English, French, and Arabic preferred.
