Job Description

The USAID mission in Zambia seeks to conduct a final performance evaluation of the Zambia Led Prevention Initiative (ZPI), Nepal’s premier HIV/AIDS prevention program. ZPI is a four year, $39M project that, by technical expertise and leadership, increases the utilization of community intervention programs in reducing HIV/AIDS transmission throughout Zambia’s most at-risk populations. The purpose of this final program evaluation is to analyze the ZPI project achievements to date in areas related to its performance, including relevance to identified needs; ability to achieve critical results; efficiency in achieving those results; and steps made towards sustainability. The evaluation will involve assessment of the ZPI activities in a representative sample of the nine provinces where implementation takes place. The evaluation is expected to begin sometime between July-August 2014, and should last between 8-9 weeks. Zambian candidates are urged to apply!

ZPI Evaluation Team Leader

The Evaluation Team Leader is responsible for the successful completion and documentation of the LPCB project final evaluation. The Team Leader will provide leadership for the team. S/he will work closely with the COR and other staff as necessary to finalize the evaluation design, methodology, report outline, timeframe, the selection of site visits and meetings, the distribution of materials and other activities as identified. The Evaluation Team Leader will be responsible for the timely submission of all drafts and a quality final report to the Team Leader of the USAID/Zambia HIV/AIDS Multisectoral Office.

The Team Leader must have the following profile:

  • An advanced degree (Ph.D., MPH, MA, MS, MBA or equivalent) in Public Health, Evaluation, or related field.
  • Minimum of ten years of progressively responsible experience with at least five years of evaluation experience with recognized organization(s) in the design, implementation, and evaluation of development programs, including experience working in developing countries.
  • Experience working in Africa, particularly in Zambia, is preferred.
  • Demonstrated strong analytical, managerial, leadership and writing skills are critical for this assignment.
  • Strong ability to interact and communicate effectively with a broad range of internal and external partners, including international organizations, host country government officials, and NGO counterparts.
  • Fluency in English and have proven abilities to communicate clearly, concisely, and effectively, both orally and in writing.

ZPI Evaluation Specialist

The Evaluation Specialist(s) work under the guidance and direction of the Evaluation Team Leader and are responsible for contributing to the successful completion and documentation of the ZPI project final evaluation. The Evaluation Specialist will be tasked with providing input to the evaluation’s design, methodology and implementation. To successfully complete the task, USAID/Zambia expects the Evaluation Specialist to have the following profile and skills mix:

  • An advanced degree in a health or social science field.
  • At least five years of experience conducting similar evaluations or research studies. Experience participating in USAID program evaluations is a huge plus.
  • Knowledge and experience in a related field expertise (e.g. project evaluation design and methods, HIV prevention programming, community-based HIV/AIDS service development and delivery) is desirable.
  • Excellent written and spoken English language skills.

ZPI HIV/AIDS Technical Specialist

The HIV Technical Specialist(s) work under the guidance and direction of the Evaluation Team Leader and are responsible for contributing to the successful completion and documentation of the ZPI project final evaluation. The HIV/AIDS Technical Specialist will provide specific advice and expertise pertaining to current trends, issues and best practices in the field of HIV/AIDS research. To successfully complete the task, USAID/Zambia expects the HIV/AIDS Technical Specialist to have the following profile and skills mix:

  • An advanced degree in a health or social science field.
  • At least five years of experience in their field of expertise (e.g. project evaluation design and methods, HIV prevention programming, community-based HIV/AIDS service development and delivery).
  • Experience conducting evaluations or research studies.
  • Excellent written and spoken English language skills.

ZPI Local Zambian HIV/AIDS Specialist

The Local HIV Specialist(s) work under the guidance and direction of the Evaluation Team Leader and are responsible for contributing to the successful completion and documentation of the ZPI project final evaluation. The Local HIV/AIDS Specialist will provide advice and expertise pertaining to current trends, issues and best practices in the field of HIV/AIDS research as it pertains to Zambia. To successfully complete the task, USAID/Zambia expects the Local HIV/AIDS Specialist to have the following profile and skills mix:

  • An advanced degree in a health or social science field.
  • At least five years of experience in their field of expertise (e.g. project evaluation design and methods, HIV prevention programming, community-based HIV/AIDS service development and delivery).
  • Experience conducting evaluations or research studies.
  • Excellent written and spoken English language skills.
