BACKGROUND

Since 1963, Catholic Relief Services has been an integral development partner in Sierra Leone; addressing national needs in Health, Agriculture and Education. The Global Fund to Fight AIDS, Tuberculosis, and Malaria (GFATM) has approved the Sierra Leone proposal for Round 10 Malaria. Catholic Relief Services (CRS) has been nominated as a co-Principal Recipient with the Ministry of Health and Sanitation (MoHS) for this grant. The period of the grant is for five years (2011-2016). The project will be implemented by CRS Sierra Leone in partnership with the MoHS and through Sub-Recipients. The project will be implemented in all 13 districts of Sierra Leone. CRS main responsibilities include strengthening information systems related to medicine and commodities, community behavior change communication, mass-media communication and major research studies.

MAIN RESPONSIBILITY

In partnership with the DHMTs and Unicef, coordinate and manage field based team leaders and collaboratively work with all relevant stakeholders to strengthen M&E and supply chain information systems of the MoHS between the peripheral health unit and the district heath management teams. In addition, s/he provides field based observation of CRS Sub-Recipient activities to inform senior and program management.

SPECIFIC RESPONSIBILITIES

Monitoring Coordination

  • Compile, analyze and present zonal level data for reporting of program progress.
  • Capture and report on program challenges, major decisions, lessons learned and best practices gathered from monthly DHMT coordination meetings.
  • Provide a copy of the agreed monthly summary data as part of their report to the CRS M&E Coordinator and to the NMCP / MOHS.
  • Identify and report on any gaps or weakness in LMIS reporting and monitoring systems between the PHU and DHMT.
  • Systematically ensure the timely and quality reporting of field agents in operational area.
  • Monitor the use of standardized CRS reporting forms and suggest adaptations as required.

DHMT Support

  • Work closely with District Medical Officers and UNICEF Technical Advisors to provide the necessary support to the DHMTs in the planning and management of project implementation.
  • Recognize and value that each DHMT brings a set of skills, resources, knowledge and capacities to the partnership.
  • Strengthen the functioning of the LMIS at the Peripheral Health Unit and the District Health Stores by providing monitoring and feedback on monthly stock reconciliation reports.

Sub-Recipient Observation

  • Monitor Sub-Recipients at a district level to report to M&E officer on program implementation.
  • Coordinate with M&E Officer and Global Fund Round 10 Program Manager to report on barriers to implementation in the field and provide inputs to problem solving.
  • Participate in and report on DHMT monthly coordination meetings.
  • Actively seek to understand the main interventions being promoted by other development actors in assigned operational area.

Representation

  • Establish strong working relationships with DHMTs and other stakeholders.
  • Participate in District Health Management coordination meetings technical working groups and general meetings.
  • Represent the program at various levels as delegated by supervisors.

Staff Supervision and Support

  • Supervise and mentor a team of approximately 9 field agents working in operational area.
  • Conduct performance appraisals and regular coaching sessions to improve performance of direct reports.

SUPERVISORY RESPONSIBILITIES: Approximately 9 field agents, DHMTs and hospitals, as detailed in the supervisory plan

QUALIFICATIONS

  • Bachelors Degree in related field preferred.
  • Minimum of five-years experience in data collection and/or capacity strengthening.
  • Experience with the Global Fund, UNAIDS, Rollback Malaria or Stop TB a plus
    • Ability to work to meet deadlines in multiple tasking environments.
    • Significant field experience working with other partners
      • Willingness to work additional hours during critical implementation periods.
      • Ability to develop effective systems considering organizational effectiveness and impact on people.
      • Excellent planning skills.
      • Demonstrate creative approaches to problem solving.
      • Excellent independent judgment and decision-making skills.
      • Ability to effectively interview and solicit information from individuals with varying educational and socio-economic backgrounds and levels, as well as ethnic and linguistic backgrounds.
      • Ability to work independently and objectively maintaining the highest standards of integrity in job performance.
      • Flexible and easily adaptable to change.
      • Ability to work in and promote a team environment/concept.
      • Strong computer skills (Excel, Word).
  • Experience in financial statement preparation, budgeting and grant reporting
  • Excellent written and oral communication skills in English, organized and detail oriented.
  • Strong analytical skill.
