    ADB's top 10 contractors from 2018 to 2022

    The Asian Development Bank loaned $39.7 billion from 2018 to 2022 — $1.8 billion on consultancy services and $37.9 billion on goods and works. We looked into the data to see who got the biggest share.

    The Asian Development Bank spends billions of dollars every year on loans, grants, and technical assistance agreements in the Asia Pacific region. It is one of the largest sources of financing for the region, which focuses on reducing poverty. According to the data from their awards portal, ADB has lent a total of $39.7 billion for contract awards during 2018-2022, as well as contributing $1.8 billion in grants and technical assistance. In 2018, the ADB released its 2030 strategy which identified priority areas including poverty reduction, gender inequality, climate change, urban development, rural development and food security, governance, and regional cooperation and integration. This serves as the backbone for the majority of their projects up until now. Devex will be focusing on the top contractors who won ADB businesses in the past five years. Two top 10 lists are published below. They are divided into two groups — consultants, and goods and works contractors. Both lists are based on the amount that ADB has lent in total within the given time period. It will not include the individual awards of contractors that are engaged in joint ventures or consortia. ADB lists some contracts that have been awarded to “various contractors.” These contracts were not included in the analysis. How funds were distributed During 2018-2022, ADB lent a total of $1.8 billion to pay for consultancy services. The peak year was 2019, during which they lent $398 million, or 21.9% of the total. Among supplier countries, India took the biggest share with $268.4 million, followed by the Philippines with $260.1 million, and then Bangladesh, with $202.6 million. The sectors ADB focused on during this period were: • Transportation, with $795.1 million • Water and Other Urban Infrastructure Services, with $444.4 million • Agriculture, Natural Resources, and Rural Development, with $219.9 million ADB also lent a total of $37.9 billion for goods and works contracts from 2018 to 2022. As with consulting services contracts, ADB lent the most for goods and works contracts during 2019 — $8.3 billion, or 22% of their total. India won the most contracts again, with $9.4 billion. This is followed by China, with $4.3 billion; and then Bangladesh with $3.9 billion. The sectors that ADB focused on for their goods and works contracts are: • Transportation, with $14.2 billion • Energy, with $8.6 billion • Water and Other Urban Infrastructure and Services, with $5.1 billion Top 10 contractors for consulting services Most of the contractors in this top 10 have been awarded contracts under the ongoing $405.7 million Infrastructure Preparation and Innovation Facility project in the Philippines. This project aims to deliver more effective and innovative infrastructure projects in the Philippines. 1. Ove Arup & Partners Hong Kong LTD. Founding year: 1976 Amount funded by ADB: $65.8 million Ove Arup & Partners received five contract awards within this period. The largest contract awarded was a $25.5 million one to provide consulting services as part of the $405.7 million project in the Philippines. 2. T.Y. Lin International JV Founding year: 1954 Amount funded by ADB: $59.1 million T.Y. Lin International as a primary contractor received a single $59.1 million contract to provide consulting services for detailed engineering designs of an interlink bridge for the $405.7 million project in the Philippines. 3. Korea Consultants International CO. LTD Founding year: 1982 Amount funded by ADB: $49.3 million Korea Consultants International received two contract awards for different projects. The highest contract amounted to $45.9 million for project implementation services as part of a $713.9 million project to improve road connectivity in Bangladesh. 4. CTI Engineering International Co., Ltd. (CTII) in JV with CHODAI, OCG, and NEC Founding year: Amount funded by ADB: $37.8 million A joint venture led by CITI Engineering International with CHODAI, OCG, and NEG acquired a $37.8 million contract for detailed engineering and procurement services as part of the $405.7 million project in the Philippines. This contract was also in association with Angel Lazaro and Associates International, DCCD Engineering Corporation, TCGI Engineers, and KRC Environmental Services. 5. Joint Venture OF Bonifica S.P.A & Renardet S.A Founding year: 1961, Bonifica; 1952, Renardet Amount funded by ADB: $35.7 million The joint venture of Bonifica S.P.A. and Renardet S.A. received three contract awards between 2018-2022. The highest contract awarded was a $20.3 million construction supervision contract for a $357.5 million project to increase the efficiency and safety of the movement of people, goods, and services in Papua New Guinea. 6. MINCONSULT Founding year: 1962 Amount funded by ADB: $35.4 million Minconsult received four contract awards. The highest contract award was $10.1 million for project management and construction supervision services for a $650 million project to improve access to quality urban services in Pakistan. 7. IDOM, Consulting, Engineering, Architecture, S.A.U Founding year: 1957 Amount funded by ADB: $34.2 million IDOM, Consulting, Engineering, Architecture acquired two contracts. The highest contract award they received was a $28.9 million detailed architectural and engineering contract award for the $405.7 million project in the Philippines. 8. EGIS EAU JV W/ EGIS INTL, EGIS STRUCTURES Founding year: Amount funded by ADB: $28.2 million The joint venture led by EGIS Eau with EGIS International and EGIS Structures received a single contract awarded amounting to $28.2 million for flood control project preparation as part of the $405.7 million project in the Philippines. 9. SMEC International Founding year: 1970 Amount funded by ADB: $26.5 million SMEC International was awarded twelve contracts between 2018-2022 for multiple projects. It received the most awards in our top 10 list for consulting services. Its highest award was a $5.5 million contract received for institutional support services for a $187.1 million project to improve water and urban infrastructure in Fiji. 10. EGIS RAIL S.A. Founding year: 1949 Amount funded by ADB: $24.9 million EGIS Rail received a single contract award worth $24.9 million to conduct a feasibility study for a $44.5 million project that aims to provide support for the construction of a metro line in Bangladesh. Top 10 contractors for goods and works 1. Department of Social Welfare and Development, DSWD, Philippines Founding year:1915 Amount funded by ADB: $910 million The Department of Social Welfare and Development, or DSWD, of the Philippines, received nine contracts during this period. The highest contract received was a $255.5 million contract for health cash grant distribution as part of an $8.3 billion project to support social protection in the Philippines. 2. Larsen & Toubro Limited Founding year: 1938 Amount funded by ADB: $853.7 million Larsen & Toubro received 24 contracts between 2018-2022, making it the contractor with the most awards for goods and works. The largest award was a $166.8 million contract for the design and supply of an irrigation project as part of a $535.7 million project to support higher irrigation efficiency in India. 3. Joint Venture of Hyundai Engineering & Construction Co., Ltd., and Dong-Ah Geological Engineering Company Ltd. Founding year: N/A Amount funded by ADB: $755 million The joint venture of Hyundai Engineering and Dong-Ah Geologica Engineering received three contracts. The largest was a $285 million building and civil engineering works contract as part of a $5.5 billion railway construction support project in the Philippines. 4. BEML Limited Founding year: 1964 Amount funded by ADB: $696.2 million BEML Limited received three contracts. The highest funded contract was a $432.9 million design, manufacture, and commission contract for rail cars under a $1.6 billion project to develop a safe and urban transit system in India. 5. Siemens-HEI Consortium Founding year: N/A Amount funded by ADB: $554.4 million The consortium of Siemens and HEI received a $554.4 million single construction contract as part of a $1 billion project to enhance energy supply in Pakistan. 6. Intecsa Ingeniería Industrial, S.A. Founding year: 1965 Amount Funded by ADB: $442.8 million Intecsa Ingenieria Industrial received a single contract amounting to $442.8 million for the expansion of a thermal power plant as part of a $1 billion project to improve energy efficiency in Uzbekistan. 7. Benazir Income Support Program (BISP) Founding year: 2008 Amount funded by ADB: $373.7 million The Benazir Income Support Program received a total of 15 contracts between 2018-2022. The highest award it received amounted to $118.9 million under a $532.9 million project that provided emergency assistance for fighting the COVID-19 pandemic in Pakistan. 8. CONSORTIUM OF SHANGHAI ELECTRIC GROUP CO. LTD Founding year: 2011 Amount funded by ADB: $345.1 million A consortium led by Shanghai Electric Group received a single contract worth $345.1 million for engineering, procurement, and construction services as part of a $1.1 billion project to increase access to clean and sustainable energy in Bangladesh. 9. ACCIONA CONSTRUCTION PHILS AND DAELIM Founding year: N/A Amount funded by ADB: $342.8 million The joint venture of Acciona Construction and Daelim received a single civil works contract worth $342.8 million for a $4.6 billion railway construction project in the Philippines. 10. M/s NCC Ltd. Founding year: 1978 Amount funded by ADB: $337 million Several partnerships led by NCC Limited received seven contracts between 2018-2022. The largest contract they received amounted to $100.4 million for the construction of elevated structures as part of a $1.8 billion project to increase rail-based urban transit mobility in India.
