More than 20 international nongovernmental organizations, including Marie Stopes, World Vision, and Plan International, were expelled from the country in December, without warning. For civil society actors, the move has intensified fears that the Pakistani government is broadening the scope of who it sees as a threat, and that the space for freedom of expression and association is shrinking.
