Across Africa, aid dollars earmarked for HIV have provided end-of-life care exclusively for those diagnosed with HIV/AIDS. With noncommunicable diseases including cancers and heart disease on the rise, experts say that more investment is needed for palliative care as a service — not as part of earmarked, disease-specific aid packages.
