Julio Pacca

Julio Pacca is a psychologist with over 30 years of experience in global health, specializing in HIV/AIDS programs. He serves as chief of party for the PEPFAR-funded Efficiencies for Clinical HIV Outcomes, or ECHO, project, supporting Mozambique’s government to achieve a sustainable HIV response. Under his leadership, ECHO met all contractual targets and elevated two provinces to top national performance, a first in over 15 years of PEPFAR support. Pacca has extensive experience managing large-scale health initiatives funded by the U.S. government, U.N. agencies, and major foundations.
