Federico Sibaja

Federico Sibaja is Recourse’s IMF campaign manager. He monitors the institution’s progress in addressing the debt and climate crises. As an economist from the Universidad de Buenos Aires, Federico has experience in policymaking and civil society gained through work in Argentina and Belgium.

Fekitamoeloa Katoa ‘Utoikamanu

Fekitamoeloa Katoa ‘Utoikamanu, a Tongan national, took up her appointment as the High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States in May 2017. Prior to taking up her position with the United Nations, she was the chief executive officer of the Ministry of Tourism in Tonga.
Felicity Gray

Felicity Gray

Felicity Gray is the current startup director for Nonviolent Peaceforce in Ukraine. Before she left for secondment in Ukraine, she was the advocacy lead for NP in Washington. Previously, she worked for NP in South Sudan, where she served as a team leader in Bentiu, the largest displacement camp in the country. In addition to her experience as a practitioner, Felicity is an academic and expert in unarmed civilian protection.
Femi Oyebode

Femi Oyebode

Dr. Femi Oyebode is an honorary professor of psychiatry at the University of Birmingham and a retired consultant psychiatrist. In his scholarly publications, Oyebode has highlighted issues of poverty, social inequality, and mental health. In 2016, he was awarded the Royal College of Psychiatrists’ lifetime achievement award. He retired from clinical practice in 2021 and now focuses on teaching, broadcast work, and writing. He grew up in Lagos, Nigeria.

Fergus Drake is chief executive of Crown Agents, a not-for-profit international development company, established in 1833. Crown Agents work reaches over 15 million people in 50 countries, with expertise in public sector transformation, humanitarian and stabilization, procurement reform, last mile supply chain, health system strengthening and training and professional development. Prior to Crown Agents, Fergus was executive director of global programmes at Save the Children U.K. and worked for the Office of Tony Blair in Rwanda, Deloitte, and HM Treasury.

Fernando Calado

Fernando Calado is a post-conflict development expert with 15 years of experience developing and managing technical assistance programs with international organizations, public and private sector in multiple countries including Guatemala, Colombia, East Timor, Sri Lanka, Libya among others. He currently serves as chief of party for a human rights project in Brazil that is funded by the U.S. Agency for International Development.

Fernando Marani is the program director of justice, inclusion, and equality at NYU’s Center on International Cooperation. A former Argentine diplomat, he has over 20 years of experience in multilateral diplomacy, international law, and human rights, including senior roles at the U.N. General Assembly and global forums on justice and anti-corruption.

Fernando Frutuoso de Melo

Fernando Frutuoso de Melo was appointed director general of the European Commission's EuropeAid in July 2013, taking up his new functions in November. With the Commission since 1987, he has considerable experience in development, human resources, inter-institutional relations and fisheries issues. He previously served as deputy director general of the human resources department, as well as in the private offices of EU Commissioner Olli Rehn and Commission President Barroso.

Filipe Domingos Freires Lúcio is the director of the Global Framework for Climate Services (GFCS) Office in the WMO Secretariat. He joined the World Meteorological Organization in 2007 following 20 years of hands-on experience in operational meteorology and research, 10 of which as the director of the National Institute of Meteorology of Mozambique.

Fiona Macaulay

Fiona Macaulay is the founder and CEO of Making Cents International, dedicated to enabling youths worldwide to create their own economic opportunities. A Devex 40 under 40 development leader, Macaulay initiated the annual Global Youth Economic Opportunities Summit and YouthEconomicOpportunities.org, a global knowledge management platform to increase economic opportunities.
