Allan Were

Allan Were serves as director of operations for Abt Associates Inc.'s Africa indoor residual spraying project. He joined Abt Associates in 2009 as deputy chief of party of an IRS project in his native Uganda. His career in international development began in 2005, when he was recruited to work for an USAID-funded Africa regional malaria program by what then was AED.

Allison Carnegie is a professor of political science at Columbia University. She received a joint doctorate in political science and economics from Yale University in 2014. She is a co-author of “Secrets in Global Governance” (Cambridge University Press, 2020), with Austin Carson, and the author of “Power Plays” (Cambridge University Press, 2015).

Almandina Guma is advocacy advisor for SOS Children's Villages International in the Baltic region. Before joining the organization, she worked as a child psychologist in her native Tirana, Albania. Guma is now involved with supporting local partners in planning and monitoring of advocacy work linked to child and youth participation.

Alon Ben-Meir, Ph.D., is a retired professor of international affairs at New York University’s Center for Global Affairs. He has taught international negotiations and conflict resolution and has authored seven books related to the Middle East. He is currently working on a new book about human rights in conflict zones.

Alyoscia D’Onofrio

Alyoscia D'Onofrio is the vice president, head of technical excellence at the International Rescue Committee. In this role, he leads IRC's technical units in designing and supporting the delivery of high quality program interventions in the domains of public health, education, economic recovery and development, governance, and violence prevention and response. Alyoscia writes about accountability, inclusion, governance, and power, as they play out across aid and development delivery. He has published in peer-reviewed journals and has written for a number of aid blogs. He served on the board of Evidence in Governance and Politics, or EGAP, from 2013 to 2018 and as an adviser to the Secure Livelihoods Research Consortium.
