Jeanne Finestone is a strategic communications professional with extensive experience developing and implementing results-driven advocacy, marketing, donor mobilization, and partner relations campaigns for a wide cross-section of public, private, I/NGO and multilateral organizations. She has spearheaded multidimensional campaigns in the areas of post-conflict stability, supply chain development, capacity building, private sector engagement in global development and sustainability as well as in children’s education, broadcast, publishing and the arts.

Jeannet Lingán

Jeannet Lingán is head of policy and advocacy at Publish What You Fund and leads its work around the Financing for Development Conference on issues of transparency and open data for sustainable development. In her role, she leads advocacy and manages relations with a broad range of donor agencies, governments, international organizations and civil society organisations on aid transparency.
Jean Philbert Nsengimana

Jean Philbert Nsengimana

Jean Philbert Nsengimana (Phil) is the chief digital health adviser at the Africa Centres for Disease Control and Prevention. He also serves as a special adviser to the Commons Project and the Digital Impact Alliance, working to unlock the full potential of technology and data for Africa's prosperity. Prior to those roles, he served as the minister of youth and ICT in the government of Rwanda for six years. During his tenure, he spearheaded the Smart Africa Alliance and YouthConnekt Africa – two Pan-African organizations focused on accelerating digital transformation and youth empowerment.

Jean-Philippe Marcoux is country director in DRC for Mercy Corps. He has 16 years experience in the sector and has previously worked as country director in the Central African Republic and Haiti. He also has experience working in Rwanda, Chad, Mali, and Ghana, amongst others.
Jean-Pierre Halkin

Jean-Pierre Halkin

Jean-Pierre Halkin is head of the rural development, food security and nutrition unit at the European Commission's EuropeAid. Previously, he spent five years in Ivory Coast as an economic adviser, dealing with a broad portfolio including rural development, value chains and regional trade. Prior to this, he led EU efforts on food security during and after the civil war in Liberia.

Jean-Pierre Lacroix

Jean-Pierre Lacroix is the United Nations under-secretary-general for peace operations. He brings to the position over 25 years of political and diplomatic experience, with a focus on multilateral organizations and on U.N. activities and programs. From 2014 to 2017, Lacroix served as director for United Nations, international organizations, human rights, and francophonie at the French Ministry of Foreign Affairs. His previous appointments include ambassador of France to Sweden, deputy permanent representative at the Permanent Mission of France to the United Nations in New York, and first secretary, then second counsellor at the French Embassy in Washington.
