Oscar Castañeda is the senior vice president of the Americas program for Heifer International. He holds a bachelor's degree in Agronomy from the University of San Carlos in Guatemala; a doctorate in biological pest control from the University of Hohenheim in Stuttgart, Germany; and a post-graduate degree in business administration from the Center for Business Development in Guatemala. He is a passionate and experienced development executive devoted to solving the most pressing economic, environmental, and social challenges.

Ousmane Badiane

Ousmane Badiane is the Africa director for the International Food Policy Research Institute. He oversees the institute’s two regional offices for West and Central Africa in Dakar and Eastern and Southern Africa in Addis Ababa. He coordinates IFPRI’s work program in the areas of food policy research, capacity strengthening, and policy communications in Africa. Ousmane Badiane received a master’s degree and Ph.D. in agricultural economics from the University of Kiel in Germany. He is the chair of The African Agricultural Technology Foundation Board of Trustees.

Ousmane Diagana is the regional vice president for western and central Africa, at the World Bank. Diagana is recognized as an organizational leader, personal mentor, and a professional role model. Diagana has been the vice president of the World Bank Group human resources, vice president for ethics and business conduct, and chief ethics officer of the World Bank Group. Previously, he was World Bank country director for Côte d’Ivoire, Burkina Faso, Benin, Guinea, and Togo, based in Abidjan.

Owen is a senior fellow and director for Europe at the Center for Global Development. He was previously the director of aidinfo, a program of Development Initiatives which aims to make aid more transparent and accountable. Owen was previously a British civil servant in a career spanning more than 20 years that included stints at Her Majesty’s Treasury, the office of the Prime Minister, and the U.K. Department for International Development.
