Phil Harvey

Phil Harvey founded DKT International in 1989 and served as its president through 2013. He is chairman of the DKT board of directors. Phil has been championing the benefits of social marketing for over four decades. He is author of the book "Let Every Child Be Wanted: How Social Marketing is Revolutionizing Contraceptive Use Around the World" and of more than 20 published articles on international development, family planning, and the use of social marketing techniques to promote family planning and HIV/AIDS prevention programs.
Phil Hogan

Phil Hogan

Phil Hogan is EU commissioner for agriculture and rural development. Between 2011 and 2014, he served as minister for the environment and local government in the Irish government of Prime Minister Enda Kenny. He has also occupied various senior posts at local, national and European level. Prior to his entry to politics, he established and subsequently directed an insurance and real estate business. He also managed the family farm and is a graduate of University College Cork.

Phil Mason served in the U.K.'s Overseas Development Administration, and later the Department for International Development, from 1988 until retiring in March 2019. His final role, between 2000 and his departure, was as senior anti-corruption adviser. At the time of Pergau, he was the department’s liaison officer with the National Audit Office, which first brought the Pergau decision to public light.

Phil has been a regular on the multilateral circuit for years, having attended all annual meetings of the World Bank and IMF since 1999 as well as several gatherings of the WTO, G-7 and G-20. His writing has appeared in the Wall Street Journal, Emerging Markets, The Guardian, The Independent and The Times of London, among other publications. He was named Feature Journalist of the Year in 2010 and Print Journalist of the Year in 2007 at the WorkWorld Media Awards.

An agricultural economist, he has designed and led value chain optimization interventions, agricultural statistical surveys, environmental impact assessments, and monitoring and evaluation programming across sub-Saharan Africa, Latin America, and Asia.

He brings over 20 years' experience in designing, leading, implementing and supporting monitoring, learning, and evaluation projects in the fields of epidemiology, demography and health care. He has a specific focus on methods for longitudinal measures of impact, including mortality and causes of death. His work has been used to inform the decisions, policies and strategies of donors, public health organizations and governments in countries including Tanzania, India, Mozambique, and Papua New Guinea.
