Todd Moss

Todd Moss

Todd Moss is COO and a senior fellow at the Center for Global Development. His work focuses on U.S.-Africa relations and financial issues facing sub-Saharan Africa, including policies that affect private investment, debt, and aid. Moss directs the Emerging Africa Project and is currently working on energy in Africa, cash transfers in new oil economies, and new ideas for upgrading US development policy.

Todd Moss is senior fellow at the Center for Global Development where his research focuses on U.S.-Africa relations, energy policy, and private investment. Moss is also a nonresident scholar at the Center for Energy Studies at Rice University’s Baker Institute and an adjunct professor at Georgetown. He served as COO/VP at the Center from 2009-2016. Moss is currently working on electrification in Africa, cash transfers in new oil economies, and ideas for upgrading U.S. development finance tools.

Tom Arnold

Tom Arnold

Tom Arnold is chair of the Irish Convention on the Constitution, the former Coordinator of the Scaling Up Nutrition Movement, a member of the International Food Policy Research Institute’s advisory board, and also a director and governor at the Irish Times, Ireland’s leading newspaper. Tom is a graduate in agricultural economics from University College Dublin and holds master's degrees from the Catholic University of Louvain and Trinity College Dublin. He received honorary doctorates from the National University of Ireland in 2009 and University College Dublin in 2010, and a People of the Year Award in Ireland in 2013.
Tom Beloe

Tom Beloe

Tom Beloe is climate change governance and development effectiveness adviser for the U.N. Development Program's Asia-Pacific Regional Center. He also provides support to finance ministries and other institutions to strengthen systems of governance in ways that will respond to the rising challenge of climate change. Beloe previously worked as an anthropologist with the U.K.’s Department for International Development on social policy and programming in Africa and Southeast Asia.

Tom Black is a senior program officer at the Bill & Melinda Gates Foundation, and works in the measurement and insights team where he manages opinion research on the behalf of the foundation. Prior to this, he worked as a pollster in London working on national, local and European elections for parties of all political stripes.

Tom Keatinge

Tom Keatinge is the founding director of the Centre for Financial Crime and Security Studies at the Royal United Services Institute, where his research focuses on the intersection of finance and security. He is also a specialist adviser on illicit finance to the U.K. Parliament’s Foreign Affairs Committee. He has a Master’s in Intelligence & International Security from King’s College London, where he studied the effectiveness of the global counterterror finance regime. He was previously an investment banker for 20 years at J.P. Morgan.
