President Evo Morales has reached agreement with governors of the country’s nine provinces on an accord of national unity. The left-wing indigenous leader has been facing opposition from the governors of the fourth richest provinces concerning a new draft constitution which would redistribute wealth to the poorer regions. The two sides have agreed to appoint a committee which will mediate in the dispute. The four wealthy provinces, which favor a market-oriented economic policy, have threatened to secede from Bolivia.
