Can aid groups solve the refugee crisis?

    Solving the refugee crisis entails a holistic approach that involves improving governance, infrastructure and livelihoods, among others. Does the aid community really have a grip on such a multifaceted problem? We asked George Rupp, president of the International Rescue Committee.
