In development parlance, capacity building is synonymous to training, but according to Beryl Levinger, professor and program chair of Middlebury Institute of International Studies, it requires more than just training and sometimes, it doesn’t mean training at all.
Talking to Devex’s Kate Warren, Levinger said partnerships, strategic development and even conversations can be considered capacity development.
