Global Environment Facility promised to pursue reforms in the hope of attracting more donor support for its programs. The proposal involves tying grants to the potential of recipient nations in producing global environmental benefits and their performance in terms of transparency and good governance. GEF chairman Len Good believes last week?s adoption of the reform agenda "is a milestone in the history of the GEF." Good added that "donors can be reassured that GEF funds have the maximum leverage because the money will be targeted to countries with the strongest policies and governance." Since 1991, the facility, which depends on contributions from 32 donor governments, has dealt out $5.7 billion in grants to 1,700 projects that seek to save the environment.
