IDB's top 10 contractors of 2023
IDB awarded $2.6 billion in contracts in 2023. Who got the most money? Which sectors did it fund and where? Devex analyzed the data to see where it all went.

In 2023, the bank made 6,161 contract awards worth a total of $2.6 billion. This is an increase from $2.5 billion in 2022. The majority of the contracts in 2023, worth $2.5 billion, went to consulting firms and goods and works providers. The remainder went to individual consultants, which this article will not be focusing on. Devex used the data available in IDB’s data portal. It’s worth noting that IDB does not publicly add contracts for works, goods, and services with values below $25,000. Where did the money go? Contracts dedicated to works received the most money. In total, this included 234 contracts amounting to $1.4 billion. These are contracts that involve infrastructure, urban development, and transportation. Consulting firms come next with 698 contracts worth $714.5 million, followed by non-consulting services with 419 contracts worth $253.4 million; and then 482 goods procurement contracts worth $189.6 million. When it comes to sectors, IDB spent the most on urban transport infrastructure with 15 contracts amounting to $465.7 million, followed by transport networks connectivity with 15 contracts worth $213.5 million. Road safety comes next with six contracts worth $114.2 million; water supply and sanitation with 42 contracts worth $106.6 million; and then new power distribution and transmission projects, with five contracts worth $94.6 million. Which countries were contracts for? County-wise, Brazil received the most funding with 55 contracts worth $607 million, followed by Argentina with 124 contracts worth $581.2 million. Paraguay comes next with 98 contracts worth $211.3 million, Haiti with 73 contracts worth $159.7 million, and then the Dominican Republic with 49 contracts worth $148.7 million. Which countries did the awardees come from? Firms from Brazil received the most contracts with 59, amounting to $609.5 million, followed by Argentina with 174 contracts worth $574.4 million, Paraguay with 92 worth almost $198 million, Dominican Republic with 36 contracts worth $135.8 million, and then El Salvador with 71 contracts worth $120 million. The top 10 awardees The list is based on the highest amount awarded by IDB during the year. Recipients include both consortia and individual firms. 1. Esteio/Nova Engevix Consortium Number of contracts: One Total awarded amount: $436.5 million Nationality: Brazil The consortium of Esteio and Nova Engevix received the highest awarded contract in 2023 with $436.5 million for the Curitiba Sustainable Urban Mobility Program in Brazil. 2. UDP Telefonica Multiserv Number of contracts: One Total awarded amount: $74.9 million Nationality: El Salvador UDP Telefonica received the second-highest contract for the year with almost $75 million for the Social Digital Connectivity Program in El Salvador. 3. Vial Agro & Coarco UT Number of contracts: One Total awarded amount: $61.1 million Nationality: Argentina The Vial Agro and Coarco consortium received a single contract worth $61.1 million for the Connectivity and Safety Program for Road Corridors in Argentina. 4. Inetegracion Electrica SA Number of contracts: One Total awarded amount: $56.4 million Nationality: Argentina Inetegracion Electrica received a single contract worth $56.4 million for the Federal Power Transmission Plan, or PFTEE, in Argentina. 5. Vialmani and Hidraco UT Number of contracts: One Total awarded amount: $52.4 million Nationality: Argentina The Vialmani and Hidraco consortium received a single award worth $52.4 million for the Connectivity and Safety Program for Road Corridors project in Argentina. 6. PITON and PIETROBONI (UT) Number of contracts: One Total awarded amount: $49.8 million Nationality: Argentina The PITON and PIETROBONI consortium received a single award worth $49.8 million for the Road Infrastructure to Support Production Phase III program in Argentina. 7. Chaco Sur Consortium Number of contracts: One Total awarded amount: $48.7 million Nationality: Paraguay The Chaco Sur Consortium received a single award worth $48.7 million for the improvement and maintenance of a major road in Paraguay. 8. Avanza Chaco Consortium Number of contracts: One Total awarded amount: $45.6 million Nationality: Paraguay The Avanza Chaco Consortium received a single award worth $45.6 million for the improvement and maintenance of a major road in Paraguay. 9. TEC Consortium Number of contracts: One Total awarded amount: $44.9 million Nationality: Paraguay The TEC Consortium received a single award worth $44.9 million for the improvement and maintenance of a major road in Paraguay. 10.) Casella S.A. Number of contracts: Two Total awarded amount: $40.9 million Nationality: Argentina Casella S.A. received two awards. The highest was a $23.2 million contract for a water and sanitation service development program in Argentina.
