    IDB's top contractors of 2022

    The Inter-American Development Bank loaned $1.9 billion in goods and works contracts and $410.3 million on consulting services contracts in 2022. We looked into the data to see who got the biggest share.

    The Inter-American Development Bank lends billions of dollars a year in Latin America and the Caribbean. It is one of the largest — and the oldest — sources of finance for social, economic and institutional development in the region. In 2022, IDB approved over 96 loans worth $12.7 billion in project financing, of which $10.7 billion has already been disbursed. The funding went to multiple sectors – water and sanitation, state reforms, and social investment. IDB allocates its money through concessional financing, grants, loans and guarantees. These are offered according to the countries’ economies. Concessional financing and grants are for lower-income countries, while flexible loans are tailored to the borrower’s specific needs, through their IDB Invest program for the private sector, and IDB Lab for inclusive growth. Loan approvals were 6.6% lower than the 2021 figure of $13.6 billion. The bank said it had seen a spike in policy-based loans during the pandemic. Below, Devex looks at where the money went, including both top contractors and top consultants. What the data tells us Data gathered from IDB’s online contracts portal shows that IDB committed nearly $2 billion to goods and civil works contracts in 2022. Among its supplier countries, Argentina won the biggest share, worth $1 billion. Argentina also won the biggest share last year worth $485.6 million. Following Argentina is Peru with $158 million, and Brazil with $138.2 million. IDB’s top three focus sectors for 2022 were health with $389.2 million; water and sanitation, with $382.3 million; and transportation with $158.6 million. Meanwhile, IDB’s spending on consulting services amounted to a total of $410.4 million in 2022. Of this, $268.8 million, or 65.4% of the total, went to firms and consortiums, while $141.6 million went to individual contractors. On this front, Paraguay won the biggest share of contracts, with $82.6 million, followed by Argentina with $57.3 million, and then Italy with $50.1 million. Regarding the sectors, governance-related contracts was the top priority with nearly $140 million allocated to it. The education sector followed with $86.6 million and then water and sanitation services with $34.7 million. IDB’s top goods and civil works contractors For civil goods and works, the top 10 contractors received $855.3 million, or 43.25% of the total disbursement. 1. Teva Argentina Founded: 2006 Location: Argentina Total contract amount: $262.8 million Teva specializes in the production and distribution of generic medicines. It received $262.8 million as part of an ongoing $595.8 million project to reduce morbidity and mortality from COVID-19 in Argentina. 2. Queiroz Galvão-Rovella Carranza S.A. Founded: 1953 (Queiroz Galvão), 1986 (Rovella Carranza) Location: Brazil (Queiroz Galvão), Argentina (Rovella Carranza) Total contract amount: $256.3 million The consortium of construction companies Queiroz Galvão and Rovella Carranaza S.A. received a $256.3 million single award contract for the procurement of water and sewage lines as part of a $542 million project to improve the quality of water and sanitation services in Argentina. 3. Queiroz Galvão S.A Founded: 1953 Location: Brazil Total contract amount: $58.3 million Queiroz Galvao S.A. received $58.3 million as part of an ongoing $300 million project to improve the provincial and municipal road networks in Argentina. 4. Eductrade S.A. Founded: 1976 Location: Spain Total contract amount: $53.8 million Eductrade S.A. received five contracts with the highest amounting to $53.8 million for the acquisition of laboratory apparatus as part of an ongoing $275 million project to reduce maternal and neonatal morbidity in Bolivia. 5. China Civil Engineering Construction Corporation Founded: 1979 Location: China Total contract amount: $42.9 million China Civil Engineering Construction Corporation received three contracts related to concrete and construction works with the highest amounting to $22.8 million for a $200 million project to improve the quality and coverage of universities and technological institutes in Peru. 6. Consórcio Beira Rio Doce Founded: 2022 Location: Brazil Total contract amount: $42 million The consortium Beira Rio Doce, consisting of Contek Engenharia S.A. and Madeira, acquired a $42 million single-contract award for the procurement of highway and street construction works for an ongoing $271 million project to boost competitiveness by improving freight logistics in Brazil. 7. Coarco S.A. and Pose S.A. Founded: 1968; 2006 Location: Argentina Total contract amount: $35.4 million The consortium of construction companies Coarco S.A. and Pose S.A. received a $35.4 million single-contract award for highway and street construction as part of a $250 million project to improve access to jobs and social services in Argentina. 8. Construtora Etam LTDA Founded: 1996 Location: Brazil Total contract amount: $35 million Construtora Etam received a $35 million single contract as part of a $114 million project to improve health and employment conditions in Brazil. 9. Hidalgo e Hidalgo S.A. Founded: 1969 Location: Ecuador Total contract amount: $34.5 million The construction company Hidalgo e Hidalgo, S.A. received a $34.5 million contract to deliver water, sewage, and utility lines, as part of a $221 million project to improve wastewater management systems in Ecuador. 10. Vialmani S.A. Founded: N/A Location: Argentina Total contract amount: $34.1 million The construction company Vialmani S.A. received two contract awards in 2022, an $18.6 million contract award for the construction of highways and streets has the highest amount as part of an ongoing $334 million project to rehabilitate and improve road corridors in Argentina. IDB’s top consulting services contractors The top consulting firms and consortia collectively received $90.8 million or 33.8% of the allocated funding for consulting services. 1. World Food Programme Founded: 1961 Location: Italy Total contract amount: $42 million The World Food Programme is the leading organization that delivers food assistance to improve nutrition and resilience. They received a $42 million single contract for a $70 million project to support those who were affected by the COVID-19 pandemic in form of cash transfers and school feedings in Haiti. 2. Consórcio Vert Service Founded: 1997 Location: Brazil Total contract amount: $7.8 million The IT company Vert Service obtained a $7.8 million single-contract award as part of a $66.7 million project to sustain the fiscal management of Brazil. 3. AVSI Founded: 1972 Location: Italy Total contract amount: $7.25 million The AVSI Foundation has been given a $7.2 million contract as part of a $70 million project to ensure minimum levels of quality of life for vulnerable persons amid the COVID-19 pandemic in Haiti. 4. Consórcio Cointec-Nippon Koei LAC-​​GATESA Founded: 1979 (Cointec); 2003 (Nippon Koei LAC); 1971 (GATESA) Location: Argentina (Cointec); Japan (Nippon Koei LAC); Honduras (GATESA) Total contract amount: $6.2 million The consortium of Cointec, Nippon Koei-LAC, and Gabinete Técnico, S.A., or GATESA, secured a $6.2 million single contract for construction supervision and inspection services as part of a $155 million to strengthen the national transmission system of Honduras. 5. Emcali Founded: 1931 Location: Colombia Total contract amount: $5.95 million Empresas Municipales de Cali, aka Emcali, has been given a single contract amounting to $5.95 million for institutional strengthening services, which falls under a $231 million project to improve access to water and sanitation, and electricity services in Colombia. 6. Consórcio Amazonpro Founded: 2022 Location: Brazil Total contract amount: $4.7 million The consortium Amazonpro — consisting of Agência E, JHE Consultores, and ECR Engenharia — acquired a $4.7 million contract award as part of an ongoing $114 million project to improve the health and employment conditions of the people in Brazil. 7. Consórcio Consultor Oriental Founded:1946 (Nippon Koei); 2003 (Nippon Koei LAC) Location: Japan Total contract amount: $4.4 million The consortium Consultor Oriental, built from the partnership between Nippon Koei and Nippon Koei LAC, received a $4.4 million single contract as part of a $670 million ongoing project to improve the competitiveness of the agriculture sector in Paraguay. 8. GetConnect Founded: 2004 Location: Brazil Total contract amount: $4.3 million Getconnect specializes in health and telemedicine management. They received a single contract worth $4.3 million as part of a $200 million project to increase and improve health services in Brazil. 9. CONSORCIO M&Q-PWC DATA R Founded: 2007 (M&Q); 1998 (PwC) Location: Colombia Total contract amount: $4.3 million The consortium comprising Management and Quality S.A.S., or M&Q, and PricewaterhouseCoopers, or PwC, received a $4.2 million contract for institutional strengthening services as part of a $250 million project to improve tax collection levels through modernization in Colombia. 10. Ekan Soluções e Sistemas Integrados Founded: 2016 Location: Brazil Total contract amount: $3.99 million EKan Solutions and Integrated Systems has acquired a $3.99 million contract as part of a $200 million project to increase the supply of health services in Brazil.
