During his recent visit to Japan, the French president said that the money raised from the "international solidarity tax" will rescue three million Africans from the clutches of death due to AIDS and other diseases. Chirac who initially made the suggestion last January at the World Economic Forum in Davos, Switzerland promised to bring up the issue at the G8 conference in July and during the United Nations summit this September in New York.
