The Red Cross fears that North Korea may be heading towards a "humanitarian disaster." John Sparrow, a representative of the International Federation of Red Cross and Red Crescent Societies in Beijing, said that government controls and political uncertainties have turned off international support for emergency programs and this could lead to further disease outbreaks and deaths. Last September, Pyongyang, claiming that the humanitarian crisis in the country has tailed off, asked aid groups to stop giving humanitarian aid, and, instead, send technical assistance only.
