An internal audit has revealed that the U.S. Agency for International Development has unintentionally channeled American taxpayer funds into the pockets of individuals and groups with “terrorist affiliations.” In a report titled “Audit of the Adequacy of USAID’s Antiterrorism Vetting Procedures,” USAID inspector general Donald Gambatesa said that the agency’s “policies, procedures, and controls are not adequate to reasonably ensure against providing assistance to terrorists.” Sean McCormack, a spokesperson for U.S. secretary of state Condoleezza Rice, said that the officials of USAID are committed to protecting the taxpayer’s funds. “[T]hey have some issue with some of the facts, some of the analysis, and some of the recommendations put forward in the IG report,” he said. “But that said, of course, we’re going to look at this very seriously.”
