The process of change initiated in the country in January 2006 motivated the creation of state institutions that respond to this new transformation challenge, in which there was no step to heavy, bureaucratic structures without visible results that benefit the Bolivian population.

Thus, the Government of President Evo Morales Ayma determined the creation of the Bolivian Highway Administration (ABC), through Law No. 3507 of October 27, 2006, regulated by Supreme Decree No. 28946, of November 30 of the same year, in order to have a dynamic and efficient entity that responds to the great need of a Mediterranean country to have a Fundamental Road Network that allows national and international integration.

The ABC was born as an autarchic entity, with delegation of authority, administrative responsibilities and power in the processes, under the tuition of the Ministry of Public Works Services and Housing (MOPSV).
