Afghanistan Reconstruction and Development Services (ARDS)
Afghanistan Reconstruction and Development Services (ARDS), is the central procurement facilitation service provider in the field of procurement of goods, works, consultancy and services to various Line Ministries and Government Institutions.
ARDS was established in December 2003 as a government institution to put in place emergency procurement capacity to facilitate rapid and transparent utilization of donor resources for reconstruction and development of Islamic Republic of Afghanistan.
Presently, ARDS comprises of two major units, namely Procurement Unit (PU) and Technical Assistant Unit (TAU). The Procurement Unit (PU) mainly deals with various procurement activities on behalf of Line Ministries and other Government Entities of Afghanistan on receipt of requests from them seeking support in procurement activity. The Technical Assistance Unit (TAU) deals with the recruitment of Advisors and other Professionals for the Line Ministries of Government of Afghanistan.
Mandate of ARDS
The primary task of ARDS Procurement Unit is to assist the ministries in various procurement procedures. This includes preparation of Expression of Interest, evaluation and short listing of the firms for issuing RFP/ Bid Documents, preparation of bid documents, Publication of ITQ, IFB etc., receipt and opening of bids, preparation of bid opening minutes, to provide assistance to line ministries in evaluation of bids/proposals, clearance of World Bank and other funding agencies, issue of Notification of Awards, Post Contractual issues if required etc. Besides, Procurement Liaison officers are given on the job training on procurement procedures.
Technical Assistance Unit (TAU) is assisting Line Ministries in recruitment of Advisors to the Line Ministries which includes preparing the Terms of Reference, issuing requests for Expressions of interests (EOIs), preparing the shortlist from EOI, facilitating the interview process and contract negotiation and finalization of contract.
ARDS has so far successfully finalized more than 600 contracts since its inception and was instrumental in creating the Procurement Law which was enacted in October 2005. In addition, a large number of Procurement Liaison Officers have been trained on procurement procedures many of whom have been able to find more lucrative offers after gaining sufficient expertise in ARDS. In their place, new PLO’s are regularly recruited and imparted on the job training.
ARDS PU is also guiding, assisting and training staff of Line Ministries in ongoing procurement process to enable the ministries in discharging their responsibilities more effectively. More than 200 staff of Line Ministries has been given class room training on Procurement Law and World Bank Procedures.
ARDS has developed a user- friendly website which displays all business opportunities on web. It also provides facility to users for downloading of bidding and other documents. Users are able to register themselves on line.
