Within the framework of a prospective vision of development, Morocco adopted law 10/95 on water which constitutes the legal framework of its national policy. This law established the regulatory and institutional tools, guaranteeing broad consultation at national, regional and local level.

The water basin agency is created by law 10-95 on water as a public establishment, endowed with legal personality and financial autonomy, responsible for the development and management of water and the domain hydraulic public of a basin or group of hydrographic basins. 

The Bouregeg and Chaouia Hydraulic Basin Agency, established by decree n ° 2-00-478 of 17 Châabane 1421 (November 14, 2000), must lay the solid foundations of the new water policy put in place .

The Bouregeg and Chaouia Hydraulic Basin is the most appropriate geographic unit for planned and sustainable management of water resources.
