Endowed with administrative and financial autonomy and its own assets, the Agência para o Desenvolvimento e Coesão (Development and Cohesion Agency), IP (AD&C) is a public institute with a special regime, with jurisdiction throughout the national territory, whose mission is to coordinate regional development policy and ensure the general coordination of the European Structural and Investment Funds (ESIF).

Located in the sphere of indirect administration of the State, it integrates the Ministry of Planning and acts under its supervision and supervision.

The creation of AD&C results from the merger of three public entities: the Financial Institute for Regional Development, IP (IFDR), the European Social Fund Management Institute, IP (IGFSE) and the QREN Observatory Mission Structure.

AD&C is responsible, among others, for the technical coordination of Portugal 2020 and providing support in the functioning of the Interministerial Commission for the Coordination of the Partnership Agreement, designated CIC Portugal 2020, a body that ensures political coordination for the set of ESIFs and which includes several specialized committees. whose coordination is ensured by the Minister of Planning.
