The basic tasks of the National Agency for Research and Development are:

1) implements the state policy according to the action plans approved by the Government in order to realize the National Program in the fields of research, innovation and development, as well as of the sectorial strategies;

2) manages the approved budget for financing the projects, according to the normative framework;

3) manages national funds in the field of development and funds from bilateral and multilateral programs launched within the cooperation agreements with international organizations and foundations, according to the normative acts of the Government;

4) organizes and conducts project competitions, including ensures the expertise and independent evaluation of the projects submitted to the competitions, in order to distribute the public funds allocated for the financing of the projects;

5) selects for funding, within the approved budget and according to the action plan approved by the Government, the projects submitted to the competition, following the evaluation performed by local and / or foreign researchers, according to the methodology of financing projects approved by the Government;

6) organizes and ensures the contracting of the projects declared winners;

7) monitors the implementation of projects and submits annual reports to the Government on their implementation;

8) receives the scientific reports for the implementation of the funded research projects, accompanied by the consultative opinion on them, discussed publicly and issued by the respective science section of the Academy of Sciences of Moldova;

9) create, maintain and provide the general public with access to databases in the fields of research, innovation and development, including national databases of national and international researchers participating in project evaluation, national databases with all material components of public infrastructure in the fields of research, innovation and development and the related specialized equipment;

10) promotes the interests of the state over the objects of intellectual property resulting from the projects selected for financing;

11) organizes the selection by competition of the administrators of the science-technological parks and of the innovation incubators;

12) monitors the activity of science and technology parks and innovation incubators in which residents implement innovation and technology transfer projects, as well as the activity of their administrators;

13) facilitates the realization of the partnership between the organizations in the field of science, innovation and development and the economic agents with public or private capital;

14) attracts private funds for research and innovation projects, experimental development projects, innovation and technology transfer, the development of science and technology parks and innovation incubators, the creation and development of their infrastructure;

15) organizes exhibitions, seminars, workshops and round tables in order to promote achievements in the field of research, innovation and development;

16) provides assistance to the scientific community, promotes cooperation in the fields of research, innovation and development at national and international level and carries out activities related to them;

17) elaborates, approves and administers the budget in accordance with the principles, rules and procedures established by the Law on Public Finance and Budgetary-Fiscal Responsibility no. 181 of July 25, 2014;

18) ensures the independent evaluation of the international project proposals, the financing and the monitoring of their implementation, systematizes the obtained results;

19) carries out the activities related to the participation of the Republic of Moldova within the EU programs and projects for research, innovation and development, including information, training and promotion activities, in the manner provided by the normative acts;

20) delegates representatives for the development of activities related to the participation of the Republic of Moldova in the fields of research, innovation and development through the instruments of international programs;

21) participates in intergovernmental negotiations related to research, innovation and development;

22) approves instructions and methodologies in matters related to the organization of the activity;

23) other attributions deriving from the provisions of the normative framework.
