About

The project to support agro-industrial competitiveness in Mali, supported by an estimated US $ 30 million loan from the World Bank, will provide support to the strategy of the Government of the Republic of Mali through four components:

Component 1: Increase the processing and export of mangoes;

Component 2: Improve access to mango production areas;

Component 3: Promote the production of animal feed;

Component 4: Strengthen institutional and implementation capacities.

To support the development of the mango value chain and the animal feed sector in the agro-ecological zone of Sikasso-Bamako-Koulikoro, several private operators or organizations in the formal and / or agro-industrial sectors have been identified.

The government has been consulting with key representatives of private sector operators to prioritize the constraints to improving their competitiveness.

The project will help build their capacity to enable them to fully develop their growth potential, improve their existing and future processing capacities, and increase their access to national, regional and international markets. Significant additional constraints were identified during the consultations: the lack of access to production areas, quality local supplies, as well as the lack of operational support infrastructure. The project will provide support to address this infra structural bottleneck by improving rural roads and modernizing infrastructure services supporting commercialization. Finally, the project will seek to improve institutional capacities.

The project's development objective is to increase the processing of agricultural products for the mango and animal feed sectors in the agro-ecological basin of Sikasso-Bamako-Koulikoro.

Objective

The project development objective (ODP) is to increase the processing of agricultural products for the targeted sectors (livestock feed / poultry and mango) in the agro-ecological production basin of Sikasso-Bamako-Koulikoro in the southern Mali. The transformation results in the conversion of harvested agricultural products into marketable products.

Organization and Operation of the Project

The Ministry of Agriculture (MA) supervises the Agro-Industrial Competitiveness Support Project in Mali (PACAM). The Project Coordination Unit, attached to the General Secretariat following decision No. 240 / MA of 31 August 2018, assumes responsibility for the implementation of Project activities. The Coordinator is responsible for the UCP, comprising the RAF, the SPM, the Senior Accountant, the Accounting Assistant, the Internal Auditor, the Monitoring and Evaluation Specialist, the Environmental and Social Safeguarding Specialists, the Specialist productive networks and alliances, Communication and New Technologies Specialists, the Project Assistant and support staff.

A Steering Committee (COPIL) chaired by the Ministry of Agriculture, is responsible for developing PACAM's strategic orientations. This COPIL, multisectoral, is composed of 14 members, from sectoral ministries (Ministry of Agriculture, Ministry of Economy and Finance, Ministry in charge of Transport, Ministry of Investment Promotion and Private Sector, Ministry of Industrial Development, Ministry of Trade and Competition, Ministry of Livestock and Fisheries) and representatives of the private sector as well as producer groups (CCIM, IFM, FIFAM, FEBEVIM, OPI, FENAPHAB and APBEF).

The Steering Committee is mandated to review and advise PACAM on an annual work plan based on a budget. It will also facilitate the coordination of the institutions involved in the implementation of the Project.

The Steering Committee meets twice a year to review the semi-annual report prepared by the PCU.

The Technical Committee of the Focal Points (CTPF) regularly supports the UCP in the implementation of the activities of the Project. The CTPF, made up of representatives of the public and private sectors, meets quarterly to analyze the activities carried out and make proposals for improvement.

Beneficiaries of the project

The project will directly benefit all parties involved in the mango value chain and animal feed chain in the basin, including the following groups:

  • the main actors and stakeholders in the value chain (individuals and firms), namely 14 000 producers (5 000 in the mango value chain [1] and 9 000 in the animal feed sector), 500 trackers, 20 traders, 70 processors, 20 wholesalers and exporters, 5 slaughterhouses.
  • Participating private entities, such as professional and interprofessional organizations, including but not limited to the Interprofessional Mango Value Chain (IFM), the Federation of Stakeholders of the Poultry Sector in Mali (FIFAM), the National Federation inter-professional grouping of the livestock meat sector (FEBEVIM), FENALAIT, the National Federation of Oil and Feed Producers in Mali (FENAPHAB), the Employers' Organization (OPI), one hundred producer cooperatives and traders, as well as the Professional Association of Banks and Financial Institutions of Mali (APBEF). 
  • Workers employed by value chain companies (CVs) supported by the project.
  • Agents involved in Project-related activities through the upstream spillover effects of the Project (nursery owners, seed producers, agricultural input suppliers, local collectors), and downstream spillover effects (transporters , retailers, shipping companies, packaging equipment suppliers). 
  • Rural communities living in areas that will become accessible through improved road network, local consumers of agricultural and livestock products, as well as users of API-Mali's one-stop shop.
  • Departments, departments and agencies, including the Ministry of Agriculture, the Ministry of Livestock, the Ministry of Transport, the Ministry of Commerce, the Ministry of Industrial Development (DNI), the Ministry of Promotion of the Investment and Private Sector, the API-Mali, the regional directorates of these ministries, the Institute of Rural Economy (IER) the National Committee for Agricultural Research (CNRA), land commissions and local authorities.
