The Albanian Road Authority (A.Rr.Sh.) was created with the Law No.10164, dated 15/10/2009, "On the Albanian Road Authority". The purpose of the Law was to establish the Albanian Road Authority with its competences, responsibilities and duties. This law made the transformation of the General Directorate of Roads into the Albanian Road Authority.
The mission of GRD.
The mission of this directorate was to organize, develop, exploit maintenance, redevelopment and realization of the investment program in the national road network.
The General Direction of Roads was established in 1993 (DCM No.614, date 29/12/1993 "On the Establishment of the General Directorate of Roads" (DP). The structure and structure of this Directorate during the years has undergone transformations. of employees has varied in the years ranging from 800 to 166 employees, as a result of implementing reforms and organizing structures over the years.
The organization of the structures has been made in such a way that the General Directorate of the Roads (apparatus) was subordinated to the regional directorates in the district DRRT, DRRShkoder, DRRKukes, DRRDiber, DRRKorce, DRRGjirokaster, DRRVlore, DRRFier, DRRElbasan, DRRBerat, DRRLezhe, DRRDurres and DRMFTirane.
During the years of the activities of the PRGs, many important facilities have been realized in the national road network. We can mention some: Construction of the Vore-Rinas-Fushe Kruje road that was completed in 2007, Kamez Overpass Road Construction and Gjirokaster-Tepelene Road completed in 2008, Construction of the Lushnje-Fier Road and the Korca-Plloce Building, completed in 2009, Construction of Rreshen-Kalimash, Kalimash-Rexhepaj, Milot-Rreshen Street and Llogara-Sarande Street were completed in 2010, Buna Bridge Construction that was completed in 2011 etc. etc.
SWR structures have successfully managed all foreign donor funds and the part financed by the State Budget.
The most important donors were the World Bank, the European Bank for Reconstruction and Development, the European Investment Bank, the Italian Government, the Kuwaiti Government, the Islamic Bank.
With VKMN.341, dated 27.02.2008 "For the adoption of the action plan according to the final report on institutional capacity building and transformation of the PRGs into the Public Entity," is assigned to the Ministry of Finance and the Ministry of Public Works for Transport and Telecommunication for planning necessary funds and implementation of this decision.
The Albanian Road Authority exercises its activity throughout the territory of the Republic of Albania.
VKM 97, dated 07/02/2012 "On Approval of the structure and organization of the Albanian Road Authority", as amended by DCM No. 382 dated 06/06/2012 and DCM no. 435 dated 13/07/2012, the structure of A.Rr.Sh. (23 employees), the Directorate of the Northern Region of Shkodra (23 employees) and the Directorate of Southern Gjirokastra (23 employees), the Albanian Road Authority in the center (97 employees) and the three regions .

The field of activity of the Authority is the administration of the state road network in accordance with the provisions of the Road Code and the Law "On the Albanian Road Authority".

function The function of ARA is to prepare and implement state administration network measures, with special emphasis on the public interest in accordance with the Road Code and the Law "On the Albanian Road Authority". The Authority, if deemed necessary, can fulfill its functions in co-operation with other participating institutions in the public road transport sector.
