Apsolon is a leading consultancy in design and implementation of regulatory guillotine and business environment simplification projects. The aim of these projects is to improve business and investment climate of a country by a quick and efficient removal of administrative burden: redundant, obsolete and harmful laws, regulations and procedures that impose huge costs in time and money on entrepreneurs and citizens. Providing an honest, straight-to-the-point advice, we have helped governments in 17 countries around the world design and implement these projects, including Albania, Armenia, Bangladesh, Bosnia and Herzegovina, Croatia, Montenegro, Egypt, Iraq, Kyrgyzstan, Macedonia, Nigeria, Serbia, Syria, Tunisia, Turkey, Vietnam and Thailand. Our role is to help governments and public bodies design the optimal set-up of the reform. This includes the preparation of legal, institutional and organizational framework, institutional capacity building and training officials in regulatory reform methodologies, identifying legal areas that offer the biggest savings to entrepreneurs and cut/optimize legislation harmful to entrepreneurs.
In addition, Apsolon owns e-GuillotineTM probably the only e-government solution for regulatory guillotine increasing the implementation efficiency of these complex and difficult projects for at least 30%, compared with the traditional approach. This solution has, to-date, been successfully implemented in seven countries.
By simplifying business-related laws and procedures, we have helped entrepreneurs in these countries save and re-direct hundreds of millions of dollars to investing in new opportunities and opening new jobs - money that would otherwise be spent complying with different bureaucracy demands. Our work has contributed to propelling countries such as Croatia and Egypt to top Doing Business reformers. We received multiple awards for our work, including the UNDP 2010 Global Award for HITROREZ, a Croatian regulatory reform lauded as one of top five institutional capacity building projects in the world.
