About

When space related decisions require profound knowledge, the expertise of the Austrian Institute for Spatial Planning (OIR) is sought after. Since its foundation in 1957, OIR developed from a prestigious academic institution into a modern and dynamic consulting firm in the heart of vienna.

Services

The Austrian Institute for Regional Studies and Spatial Planning (ÖIR) consults, supports and accompanies public and private bodies in strategic issues with a spatial context. Our scope of work covers European research projects as well as the practical applications of project development, impact analyses and communication processes at the local level.

ÖIR combines independent expertise and organizational know-how to master complex projects and processes efficiently and effectively.

Spatial, urban and regional planning

Urban and regional planning is a core competency of OIR. Taking stakeholder interests on board, we develop tailor-made solutions for our clients. We cover all disciplines from social affairs and economy to transport and environment:

  • Urban planning
  • Regional planning
  • Spatial analysis
  • Geographical information systems (GIS)
  • Location analysis

Regional development and regional economy

Supporting the development of regions plays an important role at OIR. Based on empirical analyses we elaborate on the concepts important for the development of sustainable and competitive regions; these concepts serve as the foundation for our strategic decisions. The instruments of (EU) regional and rural development funding are important parts of our work. Both programming itself and more comprehensive levels of evaluation and work are offered by OIR. These include:

  • Regional development concepts
  • EU Programming
  • Evaluation of programmes and concepts
  • Development  of regional states

European Territorial Policies

In studies and research projects carried out with Austrian and international partners we provide our expertise to further develop European territorial policies. We support the preparation and evaluation of regional and territorial policies in the European context with target-oriented analyses reflecting the needs of different stakeholders including:

  • EU regional policy
  • Rural Development
  • European spatial planning

Transport Planning And Research

We assess and develop customized infrastructure solutions and organizational measures for public and private transport for passenger and freight traffic. Our expertise includes analysis of accessibility, traffic forecasts, network analysis, evaluation of infrastructure and operating costs, traffic flow analysis and GIS applications. Based on updated databases we create models of the complex dynamics of traffic flows. Our transport model covers all modes of transport, from pedestrian flows to road, railway and waterway. Topics covered:

  • Network analysis
  • Traffic forecasts
  • Traffic flow analysis
  • Evaluation of transport infrastructure projects

Environment and sustainable energy

Sustainable development and its social, economic and ecological context is a fundamental part of the work at OIR. We are dealing with the analysis of the spatial and environmental effects of large scale projects through EIA, SAE and TIA. The use of renewable energy and its potential impacts in the sustainable development of regions is an area of special interest. We specialize in:

  • Impact Analysis, cost-benefit analysis, multivariate analysis
  • Environmental impact assessments (EIS, EIA)
  • Strategic Environmental Assessments (SEA)
  • Territorial and spatial impact assessment
  • regional development and energy

Professional dialogue and communication

It is our mission to support the professional dialogue on spatial planning by spreding the knowledge we have gathered over our many years of experience in this field. In public related planning processes the optimal, and plausible, positioning of a project is critical to achieving project success – OIR engages public participation through workshops and focus groups in order to facilitate the public input in the project planning phase. In special events and conferences we help to raise awareness on spatial planning in Austria and Europe.
