Belo Horizonte Urbanization and Housing Company (Prefeitura Belo Horizonte) (URBEL)

The Belo Horizonte Urbanization and Housing Company (URBEL) is the public company responsible for implementing the Municipal Popular Housing Policy, created in 1983. At that time, for the first time in its history, the city included housing among its priorities. low-income population, considering villages and slums as part of the urban structure. From then on, the City Hall started to intervene in these places, in a planned and organized way, with the purpose of integrating them into the so-called "formal city".   Before 1993, the actions of the City Hall were restricted to specific improvements in the communities and the application of the Profavela law in the settlements on land owned by the municipality. These actions were characterized by the lack of integrated planning and the forecast of complete urbanization, which hindered the effective raising of the residents' quality of life standard   The Municipal System of Popular Housing in force was created in the 90's of the last century. It represented an advance in the struggle for popular housing in our city. His achievement was the result of pressure and mobilization from social and popular movements for the struggle for housing and urban reform, in partnership with public managers, technicians, urban planners and specialists in the subject. The system consists of an executing body, which is URBEL; the Municipal Works and Infrastructure Secretariat (SMOBI), responsible for managing the Municipal Popular Housing Fund; and by participatory and deliberative instances such as the Municipal Housing Council and the Municipal Housing Conference.
