The State University of Bolívar is aimed at being an institution of Higher Education that is more humane, social, participatory, intercultural, technological, dynamic and open to models of educational innovation such as connectivism, ecology of knowledge, systemic complexity and humanism. For this purpose, the voice of all actors and estates that are part of the university educational community is included.

It is committed to fairness and equality, inclusive, transparent and open, agile in its management processes, efficient in its operation and with a national and international positioning approach. Collaborative work and the construction of agreements are the main axes of transformative action on the substantive functions of teaching, research, linking and management. They emphasize consolidating a university, based on the principles of academic excellence, defender of human rights, the environment, academic freedom and democratic values.

They daily develop the capacities to make early and intelligent decisions, to foster innovation ecosystems, promote entrepreneurship and the creation of startups in future sectors, to promote multidisciplinary research networks, international mobility, the recovery of intellectual and technological leadership, ethics and humanistic training as fundamental values ​​to guarantee the professional training of our students.
