The institutional framework of Haiti-European Union cooperation includes, by its structure, several bodies responsible for managing the resources of the European Development Fund (EDF). BONFED, Office of the National Authorizing Officer of the European Development Fund, is one of those bodies that contribute to the implementation of cooperation by actively participating in the management of the European Development Fund.
The mission of the Office of the National Authorizing Officer of the European Development Fund in Haiti is to ensure the implementation of the Lomé Convention and the execution of cooperation programs financed by the European Development Fund. Thus, he prepares and executes the decisions of the National Authorizing Officer with regard to the execution of the attributions in application of the articles of the Convention and receives the requests of the institutions or organizations and analyzes the documents and the proposals submitted to the 'Authorizing officer for advice, approval or execution. It coordinates, with the various institutions, the submission of programs and projects, ensures their proper preparation and ensures that they comply with the general objectives of the Convention. It also negotiates the use of available funds, identifies new resources and takes the necessary steps to authorize and settle expenditure. He is in charge of informing about the execution of operations and proposing all economic and technical measures likely to improve the execution of approved programs and projects. Finally, it prepares and executes the call for tenders operations and produces all the reports required for the execution of the Agreement.
