CAPRED works to ensure that all Cambodians benefit equitably from economic growth and development.
The program focuses on supporting the Royal Government of Cambodia’s goals for inclusive economic growth, resilience, and sustainability over a five-year period (2022 to 2027).
CAPRED aims to bring social and economic benefits to all Cambodians by improving enabling policies and financial incentives for investment in water and energy infrastructure, with a particular emphasis on supporting women-led enterprises and marginalized groups. It promotes investment in high value-added agriculture and addresses emerging climate change threats to protect the environment for future generations.
CAPRED scales its interventions to achieve transformative outcomes by using knowledge and evidence strategically, adapting to changing conditions, taking calculated risks, and building lasting partnerships. Gender equality, disability, and social inclusion (GEDSI) are core principles integrated throughout the program, along with a strong focus on climate resilience.

CAPRED works closely with the Royal Government of Cambodia as well as development and private sector partners to build coalitions for change. It identifies market niches, remains flexible and nimble, provides additionality by filling gaps left by other partners, and often assumes risk to leverage other capital and procedures.
The program believes that genuine transformation must be inclusive and empowering, preparing future generations to adapt to and mitigate climate change risks.
Who They Are
CAPRED brings together talented and experienced technical specialists in agricultural production and agro-processing, infrastructure services, trade, investment and enterprise development, policy, climate resilience, and gender equality, disability, and social inclusion (GEDSI).
The program is supported by experts in communications, monitoring and evaluation, finance, IT, and operations who ensure smooth, efficient, and well-documented delivery and reporting. CAPRED is a five-year initiative funded by the Australian Government and implemented by Cowater International.
