CECI was established in 1969 primarily for the purpose of uplifting Taiwan's technology and assisting in the economic development of Taiwan and other developing countries. Owing to our consummate technical expertise and abundance of engineering consultant services, CECI has since been awarded ISO-9001 International Certification for engineering planning, design, construction supervision, construction management and information technology and systems, as well as numerous other accreditations while earning the trust and support from our clients, and admiration and respect from our peers.
Over the years CECI has undertaken some of the region's biggest civil, architectural, structural and electrical/mechanical engineering projects, and with the emergence of the electronic information age, has actively expanded its scope of services into new areas of work, including Geographical Information Systems (GIS), Global Positioning Systems (GPS), Intelligent Transportation Systems (ITS), e-commerce and biotechnology.

CECI's staff of over 1,800 professionals, of which more than 80% are experienced in highways, railways, harbors, airports, bridges, structures, tunnels, rapid transit (metro), architecture, electrical and mechanical engineering & control systems, industrial and science-based parks, biotech engineering, hydraulic engineering, environmental engineering, project construction management, construction supervision, information technology and systems, etc., formulate a rich resource of engineering technology for fulfilling all types of infrastructure. More than 300 specialized technicians and 700 staff members with post-graduate degrees ensure a plentiful and trustworthy supply of human resources dedicated to providing the best engineering solutions and meeting the strictest demands of our clients.
Overseas Services
With its foothold set in Taiwan, CECI has been expanding its services overseas for more than 35 years now and is registered as a consulting firm with a number of international loan agencies, including the World Bank Group's International Bank for Reconstruction and Development (IBRD), Asian Development Bank (ADB) and Japan Bank for International Cooperation (JBIC).
