The Social Safety Net Unit is a Project Management Unit placed under the supervision of the Ministry of the Economy and Development Planning and which includes two projects: the Social Safety Net Pilot Project (PPFS) and the Refugee Support Project and to the Host Communities (PARCA).
The development objective of the PPFS will be to implement pilot cash-for-work and cash-for-work programs for the poor and to lay the foundations for an adaptive social safety net system. Transfers to the poor will provide opportunities for cash for work and unconditional cash transfers, complemented by related accompanying measures. The new institutional and implementation arrangements will serve as the foundation for a coherent system of social safety nets in Chad which, once fully established, can be adapted or scaled up in response to changing social safety net needs over time. time.
Financed in the form of a grant of ten (10) million US Dollars, this project comprises three (3) Components.
The first offers, in the form of cash transfers or cash-for-work activities, income opportunities to poor households in 3 different regions of Chad; the second supports the development and use of new service delivery instruments and institutional arrangements, particularly relating to identification, registration and payment methods; the 3 rd component serves to establish a Social Safety Net Unit with a solid implementation capacity.
Scheduled for a period of four (04) years, the PPFS both initiated the design and implementation of essential social safety net support systems and implemented pilot social safety net programs to achieve the PDO. All the Components were implemented after entry into force and have made it possible to achieve very significant results in terms of improving the living conditions of the main beneficiaries, who are the very poor and vulnerable.
The Support Project for Refugees and Host Communities (PARCA) will help Chad to improve the access of refugees and host communities to basic social services and means of subsistence, as well as to strengthen national refugee management systems.
PARCA will provide better access to health and education services with investments to rehabilitate or build new public service infrastructure in refugee reception areas. The operation will also help extend Chad's social protection system to vulnerable households in Chadian and refugee communities through cash transfer programs or support for productive activities. The project will also support the National Commission for the Reception and Reintegration of Refugees and Repatriates (CNARR) and the national mechanisms for the protection, registration and monitoring of refugees.
