The PPP Center was established in accordance with the Decree of the Government of the Kyrgyz Republic “On the establishment of a public institution “Public-Private Partnership Center” under the Ministry of Economy of the Kyrgyz Republic” dated June 28, 2019

Purpose of the PPP Center:

The purpose  of the State  Institution " Public - Private Partnership Center " is to promote  public - private partnership projects of state  and municipal infrastructure in the Kyrgyz Republic by attracting  private  investment and management experience of  the private  sector using PPP mechanisms.    

Tasks  of the PPP Center 

The objectives  of the PPP Center  are to coordinate  public - private partnership projects  and disseminate PPP mechanisms in various socially significant sectors of the Kyrgyz Republic through the formation of the necessary PPP project management system, including assistance to  public  partners (as they are defined in  the Law of the  Kyrgyz Republic "On  public - private partnership ") in the search for, initiation, preparation, implementation and monitoring of PPP projects.  

Functions  of the  PPP Center

In accordance with the assigned tasks  , the  PPP Center performs the following functions:

- implements programs and plans of the Government of the Kyrgyz Republic and the Ministry of Economy of the Kyrgyz Republic for the development of PPP in the Kyrgyz Republic, and also assists the Ministry of Economy of the Kyrgyz Republic in monitoring the implementation of such programs and plans  by state  and municipal bodies, other legal entities of the Kyrgyz Republic;

- participates in the development and implementation of regulatory legal acts in the field of PPP;

- provides methodological, organizational and other support for the activities of the Fund for financing the preparation of PPP projects, participates in the examination of documents submitted for consideration by the Fund;

- executes the decisions of the Fund for financing the preparation of PPP projects, and also assists the Ministry of Economy of the Kyrgyz Republic in monitoring the implementation of the decisions of the Fund on behalf of the Fund;

- provides methodological, organizational and other support for the activities of the PPP Council in the Kyrgyz Republic;

- executes the decisions of the PPP Council, and also, on behalf of the PPP Council, monitors the implementation of the decisions of the PPP Council by  state  and municipal authorities;

- annually, no later than January of the year following the reporting period, submits to the Ministry of Economy of the Kyrgyz Republic a report on the results of activities for the previous reporting year;

- searches for potential PPP projects, based on the priorities of the policy of the Kyrgyz Republic on infrastructure development;

- promotes the coordination of the activities of  state  bodies, local governments in cooperation with international organizations, the business community, public associations, scientific and other organizations, legal entities and individuals on the preparation and implementation of PPP projects in the Kyrgyz Republic;

- makes proposals to  state  partners on initiating PPP projects;

- forms and maintains an open database of ongoing and potential PPP projects, as well as other PPP initiatives;

- forms a rating  of state  partners in terms of the level of development of PPP and a rating of participants in PPP projects;

- develops and submits to the Ministry of Economy of the Kyrgyz Republic proposals for the development of draft regulatory legal acts on PPP issues;

- develops draft methodological documents that contribute to the effective work  of state  partners in the search, preparation, implementation and monitoring of PPP projects, and submits them to the Ministry of Economy of the Kyrgyz Republic for submission in accordance with the established procedure for consideration by the Government of the Kyrgyz Republic;

- collects, analyzes and summarizes the results of implemented PPP projects, determines the most successful PPP projects for their possible replication on the territory of the Kyrgyz Republic;

- develops and publishes information and reference and analytical literature on PPP issues, including on issues of judicial practice on PPP projects;

- conducts training  of state  and municipal employees, business representatives and all interested parties on PPP issues;

- organizes meetings, seminars, forums, conferences and other information events in order to implement the  state  policy in the field of PPP and popularize economic and legal knowledge in the field of PPP, to widely inform about the main aspects of the development of PPP;

- is responsible for maintaining and maintaining the official PPP website;

- provides information to interested parties on the policy, implementation of existing and potential PPP projects in the Kyrgyz Republic;

- performs other functions necessary to achieve goals and fulfill tasks;

- advises  government  partners on the search, initiation, structuring, financing, implementation and support of PPP projects;

- conducts an examination of PPP projects for their effectiveness, feasibility, feasibility, compliance with the requirements of the legislation of the Kyrgyz Republic;

- develops proposals for the initiation of PPP projects, feasibility studies (hereinafter referred to as the Feasibility Study) for PPP projects, tender documents and / or conducts their examination and evaluation;

- provides paid services on PPP issues, including search, initiation, structuring, financing, implementation and support of PPP projects, evaluation of PPP projects;

- concludes contracts with legal entities and individuals in accordance with the goals and objectives  of the  PPP Center ;

- participates in the activities of working groups and tender commissions created within the framework of potential or existing PPP projects, as well as in negotiations with bidders and winners of tenders for PPP projects;

- monitors and evaluates the implementation of PPP projects;

- provides support to  government  partners in promoting PPP projects in the local market and markets of foreign countries.
