The Central Purchasing of Medicines and Essential Materials was created by decree n ° 2004-0059 / PR / MS of April 13, 2004, its statute was then revised and supplemented by decree n ° 2007-014 / PRE / MS of February 13, 2007. CAMME is a non-profit public utility institution with legal personality and financial and management autonomy. Its mission is to supply health facilities in the public, parapublic and private sector with drugs and materials belonging to the national list of drugs and essential materials at a social price.
As of today, the structure plans the purchases of all medical inputs necessary for the proper functioning of health structures in the country. The Central Purchasing of Medicines and Essential Materials (CAMME) has, since the end of 2017, engaged in major reforms which aim to increase its performance. To this end, CAMME has set itself the priority objectives of: Revise its legal framework Increase and modernize its storage infrastructures Modernize its equipment and its vehicle fleet Optimize the speed and quality of the services provided The new reforms planned aim at a complete restructuring of the Central Purchasing Center, that is to say that they must take into account the extent of the population's needs for pharmaceutical products.
To do this, CAMME must modify its legal framework by putting in place a new organization chart integrating new positions (Directorates and services). This has already been completed and is in the process of being submitted to the government for approval.
