Before the revolution, CRES was known as the Center for Research and Studies on Social Security and specialized exclusively in studies on insurance systems social security. The events experienced by the country during the revolution and after 14 January, whose social question was the ferment, have laid bare the limits of the current model of social regulation. 

The current situation characterized by the persistence of social demands requires a new awareness on the part of all the social partners in order to lead to the definition of the terms of a new social contract. However, this new social contract could not provide adequate responses to break certain social policy measures whose inefficiency is established, only following the development of a series of evaluations of all social safety nets and social security nets. main causes for their inefficiency. 

And this was indeed the main motivation that led the government to extend the prerogatives of CRES to make it a force of proposal able to evaluate the current social transfers and to propose reforms and alternative policies that can mitigate current social tensions and reduce poverty and inequality to low levels.
