The formation and development of Kyiv's local government has a thousand-year history. The origins of local government go back to community and tribal self-government of territorial communities, clans and tribes of ancient Slavs who lived on the territory of the modern city of Kyiv. 

Territorial community self-government was born and developed on the basis of customary, natural law of a free community. On the basis of customary law, community officials were elected, and various issues of local importance were resolved. The community held court independently, guarded its territory and performed other self-governing functions.

The territorial community ( verv ) was formed naturally, accordingly, the right of the community ( heaps, heaps)  to manage its affairs is a natural, inalienable right of the community (belongs to the community from the very beginning of its formation, granted by the Creator).

The Ukrainian territorial community, unlike its close neighbors (Russian communes or Polish communes), had wide autonomy, and since ancient times was governed by customary (natural) law, which later developed into a certain Ukrainian national legal system called "kopny statute" or " kopne right ". 

On the basis of the national mining law, the vichas of the communities (verva) were convened, elders (elders), kopniks (mine judges) and other officials of the territorial community were elected.

The socio-economic basis of community self-government was the community's public (public) ownership of land, pastures, forests, etc. 

Socio-economic formations that preceded the birth and formation of states are called Asian formations, Asian proto-states. The basis of the Asian method of production was the economic activity of the territorial community.

The development of the economic activity of communities and their territorial spread later led to the formation of states.
