About

The National Commission for Risk Prevention and Emergency Response (CNE) is the governing public institution in relation to the coordination of preventive work in situations of imminent risk, mitigation and response to emergency situations.

It is a maximum deconcentration body attached to the Presidency of the Republic, with instrumental legal status for the management and administration of its budget and for the investment of its resources, with its own assets and budget.   Its domicile will be in the capital of the Republic, where it will have its headquarters.

Since 2006, the country has the National Emergency and Risk Prevention Law No. 8488, which overcomes a series of gaps in previous legislation that limited the actions of the institution.

It also introduces the concept of risk prevention and changes institutional actions: it regulates the extraordinary activity of the State in the face of a state of emergency, as well as the implementation of prevention actions throughout the national territory.

It also empowers the CNE to coordinate the National Emergency Prevention and Attention System, where each institution must participate in the specific issues of its competence and collaborate with the local risk prevention and emergency attention committees.
