The Independent National Electoral Commission (CENI) is an institution supporting democracy, enshrined in the Constitution of the Democratic Republic of Congo (Article 211). It is governed by the Law n ° 13/12 of April 19, 2013 amending and supplementing the Law n ° 10/013 of July 28, 2010 on the organization and functioning of the National Independent Electoral Commission and by its Internal Regulations.
CENI is a public, permanent and neutral body with legal personality. It enjoys administrative and financial autonomy. It has its own budget in the form of staffing. This can be supplemented by external inputs.
In carrying out its mission, the CENI enjoys independence from other institutions. Nevertheless, it benefits from their collaboration.
Its headquarters are in Kinshasa. According to Article 5 of the Organic Law, the headquarters and the provincial and local representative offices of the CENI are inviolable.
