In Mozambique, the adoption in 1987 of the Economic Rehabilitation Program (PRE) marks the transition from a centrally planned economy to a free market economy. A privatization program for companies was implemented. But the adoption of this economy model was not accompanied by sequential changes in policies and regulations that would guide the performance of the businesses. Most of the laws and institutions of economic control had not yet been repealed and in some cases there was a legal vacuum. The State continued to exert a high influence on the economy, as a regulator, as a legislator and as an entrepreneur, through the management and control of public, state and intervened companies. Bureaucracy and administrative barriers were excessive and hindered the development of business activity by the Private Sector in Mozambique. Many entrepreneurs directly contacted Ministers and other government officials to solve problems that, apparently individual, were common to most entrepreneurs. The Working Committee of Associations (CTA) was created in 1996 as a coordinating forum to interact with the Government and induce the adoption of new laws that would create a better business environment. In 1999 this Commission was transformed into the Confederation of Economic Associations of Mozambique, still CTA, to respond to these challenges of implementing a market economy. apparently individual, they were common to most entrepreneurs. The Working Committee of Associations (CTA) was created in 1996 as a coordinating forum to interact with the Government and induce the adoption of new laws that would create a better business environment. In 1999 this Commission was transformed into the Confederation of Economic Associations of Mozambique, still CTA, to respond to these challenges of implementing a market economy. apparently individual, they were common to most entrepreneurs. The Working Committee of Associations (CTA) was created in 1996 as a coordinating forum to interact with the Government and induce the adoption of new laws that would create a better business environment. In 1999 this Commission was transformed into the Confederation of Economic Associations of Mozambique, still CTA, to respond to these challenges of implementing a market economy.
