The Coordination and Project Management Unit of the Ministry of Energy and Water Resources "UCM" is an offshoot of the former Inga3 Project Management Unit "CGI3" in acronym which, formerly, was in charge of the management two separate projects, namely: (1) the Inga3 Power Plant Development Project (Component A); and (2) the Medium-sized Development Project (Component B) funded by the African Development Bank (ADB) and the World Bank (IDA).
Its creation by the decree n ° CAB / MIN-ERH / 058/2015 of October 30th, 2015 as Management Unit of the Project of Development of Centrals of Average Size in acronym "UCM", is consecutive to the creation, by Order n ° 15/079 of October 13, 2015, of the Development and Promotion Agency of the Grand Inga Project, "ADPI-RDC" in acronym, which now takes charge of the development project of the Inga 3 power plant.
In February 2016, UCM participated in the identification and preparation of the three new projects namely: (1) Support to Governance and Improvement of the DRC's Electricity Sector "PAGASE", (2) ) Access to Electricity and Energy Services Expansion "EASE" from IDA and (3) Hydropower Program from the "PROHYDRO" Water Sector Program.
The unanimous choice made by the three donors on UCM for the implementation of these projects, as well as the need for coordination (including coherence) of investments in the electricity and drinking water sector of the project. The Ministry has led to the expansion of its missions by integrating, in particular, the coordination mission, hence the new name of Unit for Coordination and Project Management of the Ministry of Energy and Hydraulic Resources "UCM ".
