Created in May 1977, Crédit Foncier du Cameroun (CFC) , a leading institutional actor, provides financing for construction programs implemented to reduce the housing deficit. In order to support the policy initiated by the government, the CFC mobilizes long-term resources that it makes available to other players in the sector, even individuals, at the best market conditions.

The Crédit Foncier of Cameroon has indeed been created in May 1977, in a context where Cameroon experiencing remarkable economic growth with an average annual rate of about 10%. This growth has led to a massive exodus of rural populations in search of employment to large urban centers. However, in the main Cameroonian cities, the housing stock, because it is unstructured, has proved insufficient, both quantitatively and qualitatively, to provide a satisfactory response to this strong demand.

To deal with this worrying situation and provide a response to the increased demand for housing, the Government created, in 1977, not only the Ministry of Town Planning and Housing ( MINDUH ) whose missions are to plan urban development. , to facilitate and boost the construction of modern cities and to fill the housing gap, but also the Urban and Rural Land Development and Equipment Mission ( MAETUR ), responsible for the development of building plots, the Crédit Foncier du Cameroun (CFC), whose mission is to provide financing, while the Société Immobilière du Cameroun ( SIC) responsible for the construction is restructured. The Government's response was therefore based on an operational institutional mechanism headed by MINDUH and comprising CFC, SIC and MAETUR. Thirty-five years later, the context has changed considerably due to extremely rapid urban growth, inducing major economic, political and institutional changes and developments. The demand for housing has exploded, despite the fact that the public intervention policies have inflections with economic liberalization and decentralization which have favored the emergence of new players in the sector: real estate developers and private developers, decentralized local authorities, all these factors having led to an evolution of the initial institutional scheme of housing production. In parallel, urban poverty; consubstantial with the phenomenon of urbanization, has unfortunately increased, further complicating the problem of access to housing, especially for the lowest incomes. In such a context, Crédit Foncier du Cameroun, the only institution to offer long-term financing, has more than ever its place.
