David Butcher & Associates (DBA) operates as a hub of independent, senior, highly skilled and experienced consultants.  They work primarily with people they have worked alongside on previous projects and know their work to be of the highest standards. DBA has more than 20 years of experience consulting with clients on ways to promote economic growth and meet people’s needs for economic and social capacity development.    DBA’s principal consultant is the Hon David Butcher, a trained economist who served in the New Zealand Parliament for 12 years, six as a Minister.     His time in office coincided with massive changes in support for land based industries, restructuring of the nation’s finances, major changes in tax regimes (including the introduction of a value-added tax, deregulation and corporatisation of formerly government owned utility businesses such as telecoms, electricity, ports, railways, airlines and many more.    As Parliamentary Under-secretary for Agriculture, Lands and Forests and subsequently as Minister of Energy, Associate Finance and Trade and Industry, David was in the forefront of change and advocated strongly for modernisation of New Zealand. DBA was formed following David Butcher’s democratic retirement from politics in 1990.  DBA’s primary areas of business include: -Strategic business planning; -Team leadership and project management; -Conference and business plan facilitation; -Public administration reform and governance; -Network industry analysis and regulation, and -Strategic restructuring of public and private business. DBA’s recent assignments include shaping an ADB team’s report on the Gas Sector of Bangladesh, scoping Myanmar’s telecoms sector, Budget Reform in Iraq and an assessment of the impact of the Global Economic Crisis’s on Mongolia’s infrastructure investment.  DBA led a review of Asia Pacific satellite connectivity, the regulatory impact on investment in and a possible unified telecom licensing system for Bangladesh, telecom policy and regulatory reform in Cambodia, Laos and Rwanda and leading the privatisation of telecoms in Mongolia. DBA  completed telecoms policy and regulatory work in Kazakhstan, Lao PDR, Rwanda, South Africa, Mongolia and Vietnam, initiated and led a market study for the China Electricity Council in Guangdong, Victoria University Wellington published a 1992 DBA Report on the South Pacific and Europe and the Asian Development Bank published David’s 2005 study of electricity regulation in Central Asia.  DBA’s financial sector regulatory and governance includes regulatory reform in Cambodia and skills development in Rwanda.  DBA has worked on state enterprise reform in Iraq, Iran, Mongolia, South Africa, East Timor Power Sector, Central Asian Power Rehabilitation and utility reform in Vietnam and Lao PDR.
